Title: A Qualitative Approach to the Study of Information Needs of Policy Makers in Costa Rica
Abstract: This study investigates the information needs of policy makers involved in export promotion of non-traditional products in Costa Rica. Data were collected using the action research method proposed by Checkland (1981). Analysis focused on both the general as well as specific information-related environment that surrounds the implementation of export promotion policies, including the network of institutions involved, the creation of the Ministry of Foreign Trade, and the supply and flow of information needed for policy-making.
As a result of the methodology used a shift of focus occurred during the final stages of the research when it became clear that there were political problems with the creation of the Ministry of Foreign Trade, the atomization of institutions in the sector and the legal framework that were hindering the flow of information amongst institutions in the sector. The analysis of the problems took place using four levels: political, institutional, legal and technical. Two root definitions were proposed with their conceptual models. Root Definition I stresses the political position of the Ministry of Foreign Trade at the center of the decision-making process for the policies of export promotion of non-traditional products and a network of other public institutions in the sector (CENPRO, Free Zones Corporation, and National Investment Council) that will implement the policies. Root Definition II stresses the necessity of establishing an Information Center in the Ministry of Foreign Trade and to have this Center act as the coordinator of the information activities in the field of foreign trade of non-traditional products.
One of the major findings of this research is the importance of the political system when we study the information needs of policy makers. Results further suggest that the organizational set up among institutions dealing with the information that is needed by policy makers is of some importance and must be considered when planning information systems and services.
