Title: A comprehensive model for assessing information value: Toward a theory for valuing information technology investment

Abstract: The purpose of this dissertation is to develop and test a model of the complex task of measuring the value of an organization's investment in IT. While there are numerous methods for measuring the value of tangible assets (i.e. cost benefit analysis), very few (e.g. Balanced Score Card) attempt to measure the intangible benefits of investments. The value of information is one of those intangibles whose benefit is difficult to enumerate and therefore often gets left out of a system's overall value determination.

This research builds information value as a key predictor of organizational performance improvement. By doing so, it is focused on the integration of models that support the measurement of tangible IT assets and the often overlooked intangible IT assets. Specifically this research builds a more robust model of information systems valuation through the integration of existing information systems and information valuation models. Existing literature in MIS and Information Science postulates a theoretical framework for information value.

To test this new integrated information value model, it was necessary to examine how information technology investment evaluation judgments are made. This initial model was evaluated empirically using a comprehensive data set collected on a variety of information technology projects in state government agencies. The study employs a Web-based survey method and a paper-based survey for practitioners who can focus on how judgments about the value of systems are made. The data was then used to refine and validate the new integration model by confirmatory factory analysis using Structural Equation Modeling (SEM).
