Title: The Web of affiliation: Theoretical motives for the strategic establishment of inter-organizational relationships on the World Wide Web

Abstract: "This research takes a network approach to examine the relationship between inter-organizational links off-line and on the World Wide Web. Three theoretical frameworks (exchange, homophily, and institutionalism) are posed as alternative reasons why organizations form inter-organizational links on-line. The research questions are investigated on two sets of disaster response organizations. Inter-organizational response networks from the PA Floods in 1996 and Hurricane Andrew in 1992 provide a cross-section of linkage and organization types. I use relationship configuration efficiency analyses, QAP correlation and regression analyses, and structural analyses to examine the structure of the Web networks among the sets of response organizations.

Results of the analyses suggest the following. First, organizations become more efficient on the web; linking to a more diverse set of organizations. Most visibly, organizations increase the proportion of their links to government organizations on the web; suggesting that these agencies have successfully established themselves as information resources on the web. Second, organizations do transfer existing links on-line. Existing relationships based on information exchanges are most often transferred. Third, local and state governments become more central to activity on the web. These organizations establish web links to local organizations in order to promote the region.

Together, the results of the analyses support the position that organizations are strategically using the Web to promote, develop, and maintain inter-organizational relationships. Specifically, these results suggest: (1) that government organizations use the Web as an information resource, (2) that mass care organizations use the Web more as an internal coordinating device, (3) no clear strategy is evident among business organizations. For managers, the research suggests that in order to be successful on the web, more attention must be paid to inter-organizational hypertext links both originating in and pointing the organization's website."
