Title: A river sometimes runs through it: A history of Salt River flooding and Phoenix

Abstract: The idea of flooding in the desert metropolis of Phoenix may seem incongruous, especially when one considers that the average rainfall in the Phoenix area is less than six inches a year. Yet, since the city was founded in 1867, its residents have had to contend with periodic flooding. Floods on the Salt River, which runs through the middle of the Phoenix Metropolitan Area, have been particularly damaging.

This dissertation examines three floods and the years that surround them, three periods of importance in the history of Phoenix and Salt River flooding. The first two chapters consider the largest flood in historic record on the Salt River, the flood of 1891, and the subsequent completion of an extensive series of dams and reservoirs on the river by 1930. Chapters three and four begin with the flood of 1938, the last flood on the river for almost thirty years, and then look at developments in the growth of Phoenix and flood control during the long dry period. Chapters five and six comprehensively cover a two-year period, 19781980, in which the Salt River flooded five different times. Chapter seven offers an overview of developments since 1980. Over the last 110 years, the residents of the Phoenix Metropolitan Area have transformed both the physical nature of the Salt River and how they view and perceive the river and its role in shaping the city. Both have had impacts regarding flooding in the river. Flooding on the Salt River remains a constant possibility; the relationship between Phoenix and the river can still change.
