Title: Vice and tourism on the United States-Mexico border: A comparison of three communities in the era of U.S. prohibition

Abstract: 1920s prohibition greatly influenced vice and tourism on the U.S.-Mexico border. This influence, however, varied from one location to another. Comparing and contrasting three differing border communities reveals three distinct reactions to U.S. prohibition. Geographically dispersed, Tijuana/San Diego and Southern California sits near the Pacific Coast; Ciudad Juárez/El Paso rests in the middle; and Matamoros/Brownsville and the greater Lower Rio Grande Valley anchors the border on the Gulf Coast. These locations differ as much in politics, economy, and community relations as they do in geography, providing the factors of consideration for examining vice and tourism on the border in the era of U.S. prohibition.

With all the differences that existed at these three border locations, one thing remained constant. While vice and tourism certainly reached its zenith in the 1920s, prohibition did not create it. The entertainment that developed resembled what had existed in the past. At locations where vice constituted the big draw prior to 1920, vice remained the main allure. Where diversified tourist attractions existed before prohibition, variety continued. Where communities lacked a tourist industry, none sprouted.

By examining vice and tourism in the 1920s, this study adds to the understanding of an understudied period of U.S.-Mexico border development and furthers the recognition that this region defies easy generalization. Even in the face of the major uniform influence of prohibition, each border location reacted individually yet consistently to their own history in regard to vice and tourism.
