Title: Dynamics of Carolingian government as seen in the Fulda sources
Abstract: The documents collected in the Codex diplomaticus fuldensis present a picture of Carolingian society in the Fulda area and help to illustrate the movement of Carolingian governance eastwards. By using a database constructed from the information in the Codex diplomaticus fuldensis , it was possible to identify and reconstitute some of the major family networks that existed in the lands that comprised the Fulda donations. Comparison with other documentary evidence shows that these families were connected both to their counterparts in the west and to families whose presence in the east can be traced back to the so-called Würzburger ducal house. The documentary sources for Fulda also provide some examples of the types of Carolingian institutions that existed in the eastern parts of the Carolingian Empire.
Many of the institutions revealed in the Fulda sources reflect those that were standard parts of western Carolingian government. Deeper inspection, however, reveals differences between the forms of government in the western kingdoms and those in the east. While western Frankish institutional traditions relied on both Gallo-Roman and Frankish roots, the situation in the east was somewhat different. The Carolingian kings created reactive forms of government, based on personal ties and the direct involvement of the king, to cope with changing borders dynamics and strong local families. Further examination of the sources reveals a series of administrative adjustments that depended somewhat on the personality of the ruler and that were by nature ad hoc .
The reliance on personal ties and the ability of each particular ruler to exploit those ties for stable government prevented the development of institutions that could withstand the reign of a weak king. Instead, the style of Carolingian government in the east made it possible for powerful local leaders to assume more control in absence of strong and direct royal authority. This set the stage for the eventual rise of the \"Stammduchies,\" some of which found their roots in some of the older leading families present in the Fulda sources.*
