Title: A nascent federalism: Federal urban relations, public housing, Phoenix, Arizona, and San Diego, California, 1933--1949

Abstract: This dissertation seeks to provide a historical context for the acceptance of government assisted housing in urban America during depression, war and the immediate postwar period. It will argue that the debate surrounding public housing illustrates a nascent federalism: that is, it shows how cities and the federal government negotiated a new relationship, employing subsidies, executive orders and legislation in an effort to mitigate the effects of homelessness.

Using a largely narrative voice, the following pages analyze the groups and individuals participating in this movement, the resistance and opposition they encountered, the historical settings of their activities, the nature of congressional responses to their efforts, the content of appeals and arguments used at different stages and the role of crises in focusing attention on the movement.

In particular, this dissertation explores the above through the case studies of Phoenix, Arizona, and San Diego, California, illustrating the extent to which each effected public housing from 1933 to 1949.
