Title: Protecting 'Mexico de Afuera': Mexican emigration policy, 1876--1928

Abstract: This dissertation analyzes the formalization of Mexican public policy concerning Mexican emigration to the United States from 1876 to 1928. The growing Mexican population in the United State prompted the Mexican government to develop policies addressing the emigration process and protection of its expatriates on both sides of the U.S./Mexican border. This dissertation argues that emigration policies unfolded, at first, as reactions toward specific events, such as violence along the border and the growing economic interdependency between the two nations. Following the 1910-1920 Mexican Revolution, policy-making assumed a more pro-active agenda that aggressively sought to benefit the post-revolutionary state by promoting Mexican patriotism, encouraging the emigrant's return while simultaneously discouraging immigration.

According to this study there were four components to the Mexican government's emigration policy during this period. First, the Mexican government formalized diplomatic and consular support for itsemigrants in the United States. Second, additional responsibilities were added to consular duties, particularly to prevent labor exploitation and ensure fair treatment within the American justice system. Third, the Mexican government's repatriation policy evolved from a stopgap measure enacted during crisis such as the 1907 and 1921 recessions to a more deliberate and formalized process. Fourth, domestic reforms were also enacted to deter Mexicans from leaving and indoctrinate those who did leave in U.S. laws, customs and possible hardships they would encounter. Unfortunately, for those braceros who choose to leave unlicensed, there was little their government could do on their behalf if they encountered problems abroad, which they often did.
