Title: AN ANALYSIS OF THE ORIGIN, VALUE, AND EFFECTIVENESS OF THE POSITION OF STUDENT REPRESENTATIVE TO BOARDS OF TRUSTEES OF PUBLIC 4-YEAR COLLEGES AND UNIVERSITIES

Abstract: The purpose of this study was to analyze the position of student representative to boards of trustees of 4-year public institutions of higher education. In order to achieve this purpose, a review of pertinent literature regarding the origin and expansion of the position was conducted. Prior studies were considered, and legislative and gubernatorial actions affecting the student trustee position were summarized. Additionally, a synopsis of opinion regarding the position's advantages and disadvantages as related to the issues of conflict of interest, student competence, and student consumerism was provided.

The investigation also included a survey administered to student trustees and board chairpersons of 4-year public colleges and universities. The following items served as the thrust of the inquiry: demographic data concerning the students serving as trustees, powers and privileges granted the position, problems and advantages of the student trustee position. Statistical methods used to analyze and report survey findings included t-test, frequency distribution, and Spearman's rank order correlation.

The disagreements between the student and board chairperson responses were found to be minimal. Both groups depicted the position as one which enjoys warm reception by other trustees yet has little true impact on board decisions. The major problem with the position cited by student respondents was frequent turnover due to brief term of office, while board chairpersons ranked lack of commitment on the part of the student representatives as the greatest problem.

The study concluded with recommendations for improving the position's effectiveness. Items such as increased training, policies on conflict of interest, and methods for lengthening the student trustee's term of office were considered.
