Kennedy administration Abstract: The United States spends as much on the military as all other countries. What are the factors behind such high levels of expenditures? This dissertation addresses this question through a case study of the Kennedy administration. The methodology is archival and relies on national security and other government documents. In a nutshell, it is argued that there are two fundamental causes behind military spending: (1) it is useful to maintain American hegemony abroad, and (2) it acts as a form of industrial planning for the high-tech sector domestically. This is demonstrated through examinations of American foreign policy in Vietnam and Germany under Kennedy, as well as of the electronics industry during the 1960s, the decade of the "space race." The preference of American elites for military over welfare spending and the reasons behind it is illustrated through surveys of the business and trade press and of congressional debate. |
