Title: Turnpike trusts, infrastructure investment, and the road transportation revolution in eighteenth century England
Abstract: This dissertation examines the relationship between policy and infrastructure investment through a historical case study of the turnpike trust system in eighteenth century England. Turnpike trusts were private, non-profit, organizations that received the authority from Parliament to finance road improvements by levying tolls. They replaced the authority of villages, who financed road improvements in their jurisdiction using local property taxes rather than tolls.
This case study addresses the debate on policy and infrastructure investment by examining the consequences of a shift from public to private provision. It also examines a policy change in a context where the demand for infrastructure investment was rapidly increasing. Therefore, it addresses the issue of whether policy or growth drives infrastructure spending.
The dissertation provides evidence that policy changes were very important. First, it shows that the transition from the village system to the turnpike trust system had a dramatic impact on the level of infrastructure investment. Second, it shows that increased investment by turnpike trusts yielded substantial gains to the economy through lower transportation costs. Finally, it shows that the turnpike trust system was more successful because it resolved coordination problems, which undermined the efficiency of the village system.
