The popular waltz by Jack B. Tenney, the "Mexicali Rose," and the backing horn section to popular recording artist Herb Alpert, the Tijuana Brass, are testimony to the impact that border vice and tourism left on the popular imagination. This dissertation engages both the popular imagination and perception of leisure activities in the border, as well as the official policy that regulated, legitimized, and controlled the lucrative markets of prostitution, gaming, and drugs. It discusses how the struggle to control these markets provoked deep-seated antagonisms among rival political sectors, namely those officials who represented federal government and those who served municipal government. Tourism and vice also left deep impressions upon the cultural-geographic formation of what were two young cities that grew up in the twentieth century. This dissertation illustrates how the social relations of tourism and vice shaped political relations and influenced policy. Border societies exemplify cultural hybridity, and, in the chapters that follow, the voices of tourists, promoters, and officials speak to this fragmentation of organic identities based upon race and ethnicity (nationality). This dissertation explores how vice and tourism crystallized the on going process of transcultural exchange in social and political relations. As a border history, this dissertation captures Mexico's often-stormy relationship with the United States, and shows how border tourism and vice catalyzed evolving diplomatic relations between the two countries. |
