Title: Quinine and caudillos: Manuel Isidoro Belzu and the cinchona bark trade in Bolivia, 1848-1855

Abstract: This dissertation focuses on the relationship between the export sector and the rise of caudillo politics in mid-nineteenth century Bolivia. It explores the historical events surrounding the cinchona bark trade and conceives this trade as a fundamental factor linking caudillismo with an emerging export economy. In nineteenth century Bolivia, the depleted national treasuries created conditions for the instability of the emerging state. The necessity for revenues and capital for a stagnant economy stimulated the search for non-traditional export products in demand on European markets. The growing demand for cinchona bark, the basic ingredient in the manufacture of quinine, in the 1830s and 1840s by the British and other nations contributed to the emergence of a cinchona bark trade network in the frontier regions of the Department of La Paz. The cinchona bark trade, in these previously neglected regions, influenced Bolivia's politics and economy, and created the conditions for the rise of the populist caudillo Manuel Isidoro Belzu.

The rise and fall of the trade under Belzu's administration (1848-1855) exemplifies the importance of this trade as a pillar of this caudillo's nationalist-populist administration. His administration was a turning point in the struggle between the advocates of free trade and protectionism as they fought for control of the state. By giving the trade a central role in its developmental plans, Belzu's administration attempted to harness this vital economic activity to the rest of the country's economic growth. The trade was the main economic foundation for Belzu's populist politics, and the petty producers and merchants of La Paz and Cochabamba played a pivotal role in the development of those policies.
