Title: Analysis of Web accessibility for post-secondary institutional Web sites based on the Web Accessibility Initiative of the World Wide Web Consortium and Section 508 of the Rehabilitation Act Amendments of 1998

Abstract: Most postsecondary institutions state that one of their goals is to prepare an educated citizenry to become productive, participatory members of today's workforce and society. Yet postsecondary institutions restrict the ability of individuals with disabilities to participate in educational opportunities due to web site accessibility issues. This research study analyzed the web site home page and pages down one link level from the URL's domain for 322 postsecondary institutions in the United States. The analysis was conducted to ascertain institutions' compliance with two key laws pertaining to disability access: Section 508 of the Rehabilitation Act Amendments of 1998 guidelines, and Web Accessibility Initiative Web Content Accessibility Guidelines of the World Wide Web Consortium. In addition, the analysis was conducted to determine whether there has been an increase in compliance of these guidelines between the 2002 and 2003 research analyses conducted on this topic; whether public institutions have a higher rate of compliance than do private; and whether research classified institutions comply at a higher rate than do non-research.
