Title: THE GEOGRAPHIC PERSPECTIVE IN SOCIAL POLICY EVALUATION: A CONCEPTUAL APPROACH WITH APPLICATION TO THE U.S. FOOD STAMP PROGRAM

Abstract: This dissertation proposes a conceptual model for the examination of national social programs. the model integrates two major theoretical approaches, the policy process and diffusion theory, to examine spatial-temporal variations in the political, social, and economic influences in utilization of the United States food stamp program. Three scales of analysis are utilized to test the conceptual model: national level time-series and cross-sectional analyses of two time periods for the states of the U.S. and the counties of Ohio. The findings indicate that the influences in the utilization of the program change as the policy matures through the policy process and as it is diffused throughout the country.
