Title: An analysis of the effects of the Indianapolis Public Schools desegregation court order, 1981--1982 through 1991--1992

Abstract: School desegregation court cases have significantly impacted children and their families across this country during the past fifty years. Prior to the Supreme Court decision, in the Brown v. the Board of Education case of 1954, African American and White children attended schools separated by race and sanctioned by law. After the Brown decision brought African American and White children into the same classroom, subsequent orders mandated busing African American children to White school districts.

This study examined the Indianapolis Public Schools desegregation court order from 1981--82 through 1991--92. The court order decreed the busing of African American students to six suburban school districts in Marion County, including Decatur, Franklin, Lawrence, Perry, Warren and Wayne, after IPS and the Indianapolis Housing Authority were found guilty of violating the civil rights of African American students and their families. The Indianapolis Housing Authority was deemed culpable because it consistently constructed low-income housing units only in the attendance area of Indianapolis Public Schools.

After the decision to desegregate schools, each of the six suburban school districts employed a Marion County Coordinator of Integrated Education (MCCIE) with specific responsibilities to supervise staff, students and programs relative to the new issues surrounding the schools. They were responsible for collecting data and submitting an Annual Desegregation Statistical Overview to the Indiana Department of Education outlining student behavior in specifically designated areas. This study examines these annual reports and the perceptions of MCCIE from years 1981--82 through 1991--92 to determine the effects of the Indianapolis Public Schools Desegregation Court Order on students.

According to data reported annually from 1981--82 through 1991--92 in the Annual Desegregation Statistical Overviews, African American students were disproportionately represented in suspensions, expulsions, and retentions. Moreover, they were disproportionately identified as needing special education services. Data from the Annual Desegregation Statistical Overviews does not indicate that the Indianapolis Public Schools Desegregation Court Order had a positive impact on students. However responses from the Marion County Coordinators indicate a wide variance of perceptions of the impact of this court order on African American students including district efforts to implement the court order.
