Title: Participation and standing in consensus decision-making

Abstract: In this research, I show how a group constituted itself as a deliberative democracy in the way members managed their participation in consensus-oriented decision-making and in the way they managed their standing as members of the group. Specifically, I examine how members managed their participation in decision-making activities to insure that all members were of equal standing despite differences in standing that were relevant with respect to other domains of interaction. Participation was achieved differently depending on the kind of decision-making activity involved. All members were expected and invited to participate in making conduct-related decisions that affected how the group conducted its affairs. Members also were expected to participate when making important decisions. On the other hand, members could elect to participate or allow others to act on their behalf when it came to many mission-related decisions.

I observed, recorded and transcribed the talk that happened when the group under investigation met to conduct its business and make decisions. I applied the methods of conversation analysis to inspect members' talk and how they managed and constituted their participation in decision-making. The results of this research suggest that this group used both mission-related and procedural decisions to establish members' standing in the group. Participation allowed members to publicly display the group's commitment to each member's equal standing in the group. The methods by which members of this group displayed their commitment to deliberative decision making in practical terms was achieved through the ongoing maintenance of members' standing in the group and through ongoing attendance to who participated and how that participation was achieved.
