Title: ASSET VALUES AND THE POLITICAL PROCESS

Abstract: This research addresses questions about the nature of political information and the ways in which such information is used. While the work is primarily empirical, the hypotheses underlying the analysis are drawn from prominent theoretical models of the political process. The empirical analysis utilized event study techniques conventionally used in the finance and accounting literatures.

The first chapter identifies a broad range of politically sensitive assets and examines the way in which political information is gleaned from the performance of those assets in the months preceding the 1980 Presidential election. The performance of the politically sensitive assets is shown to depend on changes in the probable election outcome as reflected in public opinion surveys. In addition, capital market reactions to political information are shown to be reflected in subsequent opinion polls.

The second chapter test competing hypotheses about the relevance of political institutions (e.g. the congressional committee system) in the shaping of public policy. Capital market reactions to the unanticipated deaths of members of Congress are used to gauge the magnitude of the policy influence wielded by the erstwhile politicians. All of the deceased chaired subcommittees in the House of Representatives. The capital market reactions are also used to identify the relative support given to different constituencies (i.e. geographic vs. resource) by the deceased members of Congress.
