Title: The utilization of the World Wide Web for decision-making in the United Arab Emirates (U.A.E.) business settings: The case of Dubai

Abstract: The purpose of this study was to assess the current conditions relating to understanding and using the World Wide Web in the business community in the Emirate of Dubai as a business center of the United Arab Emirates. It was also intended to investigate the relationship between organizational cultures and the tendency to adopt information technology innovations as well as whether or not the culture contributes to the establishment of the creative functioning of the organizations' members. Two groups of companies were targeted: companies that have the Internet services and companies that do not have the Internet services.

A sample of 303 managers of Dubai business companies was selected to receive the mail survey. A usable response rate of 40.3% was achieved. The results of the questionnaire yielded several findings. The results showed that computer experience positively affected the tendency toward adoption of Internet technology. However, the results of a multivariate test on the relationships of the five characteristics of innovation, which are consistency, continuous development, leadership, norms for diversity, and ownership, and the two targeted business groups found no statistical differences between them.

Barriers to the adoption of the Internet to businesses were found to be lack of security, lack of curiosity, lack of confidence, and lack of knowledge. Yet the data showed that 87.8 percent of these companies are planning to introduce Internet technology in a few years. Companies in Dubai business, that do not use the Internet, are totally oriented toward paper and the telephone as information resources.

The study also showed that companies in Dubai that use the Web have reached an acceptance level of Web information utilization in their conduct business. Managers were satisfied with the accessibility, productivity, and efficiency of the Web in their businesses. Their overall satisfaction of the Internet was averaged 68.1 percent, which is very high.

The study also showed that quality resources, services, and Internet training are required to establish a dependable e-commerce over the Web, in Dubai as is the fostering of public confidence and awareness.
