Title: Literacy policy in the province of Newfoundland and Labrador: A case study
Abstract: Through a critical and historical lens this study examines the ways in which literacy has been constructed through policy over a thirty year period. This analysis examines the ideological underpinnings informing educational policy and explores the relationship between policy and classroom practice. It also situates literacy policy in local social, political and cultural contexts and identifies patterns, trends and relationships that may inform and shape policy direction in the future.
This study utilizes curriculum historical inquiry and critical discourse analysis to examine selected policy documents. The framework for analysis includes functional, cultural, progressive and critical literacy, which covers the range of perspectives for this time period. The historical analysis provides the background and context of the policies, situating them in the respective time periods.
This study serves to provide a critical lens for the examination of the discourses of literacy. It has revealed changes that have evolved over time and linked these changes to broader societal influences. It has provided a framework for the understanding of literacy that can be useful for classroom teachers in their understanding of policy and how they are positioned because of it. It has also raised further questions in unexplored areas and opened up the possibility for further research by providing a platform into the study of literacy and policy on which others can build.
