Title: Tax policy innovation in the American states

Abstract: This dissertation is a study of state tax policy innovation. In particular, it addresses the question: what determines if and when a state government will adopt a new tax, and if it does, which tax it will choose to adopt? The study will delineate three distinct models of tax policy innovation--the internal determinants model (which posits that state tax policies are determined by internal state political and economic characteristics), the regional emulation model (which assumes that states are influenced by the actions of their neighboring states when adopting taxes), and the hierarchical model (which posits that taxes diffuse down a hierarchy of states determined by state characteristics such as population and economic development). Each model is tested using twentieth century data from the American states. Most analyses examine the two dominant forms of state taxation--the personal income tax and the general sales tax--plus the most recent tax to be adopted by the states--the lottery. The internal determinants and hierarchical models are tested using multiple regression and probit, while the regional emulation model is tested with a computer simulation.
