Technically that is correct and if you plan to do a lot of this, you should
get a permit. If you find a dead bird on a USFWS Refuge, you need to get
permission from the refuge mgr ahead of time as to what your intent is. A
fellow on the Outer Banks was arrested this year for salvaging a dead Sea
Turtle shell which is on the rare and endangered species list. There is a
good reason for these rules as cumbersome as they may be in dealing with them.
