The
Departments concerned have been giving study to the question of handling enemy
subjects, and enemy property in Japan, as well as the handling of neutrals, and
on the 6th the results were reported to the Imperial Headquarters; the main
points of which I am giving in my separate circular #2193*. Both this message
the separate message are addressed to Manchukuo, Taiwan, NANSO, (for foreign
propaganda), Peking, Shanghai, Tientsin, Tsingtao, Hankow, Canton.
Peking
will contact Kalgan, and Dairen (?). Tsingtao will contact
Tsinan;
Canton will contact Amoy.
