Interesting concept. I think the evil is the decentralization of electronic medical record keeping. Every medical provider has his or her own system regardless of the technology used as the backbone of said system. To borrow a term from IT, some form of cloud computing would be ideal. That takes the technical administration out of the hands of the thousands of health care providers across the nation and places it in the hands of a few experts. The problem with that approach is market power that could be abused by private corporations. I'd personally rather see a nationalized system perhaps run by a non-profit like the Red Cross. As Paul states, we have models in the banking industry for secure access to records. I like the idea of a medical ATM card. Go to your doctor, swipe your card and the doctor immediately gains access to your complete medical history.

For some reason, we think we have to reinvent the wheel rather than looking for simpler, if not always obvious, solutions like this one. Nice idea, but I fear it's too sensible.
