--MORE--(17%)The Pikes Peak Solar/Electric Challenge ... "Touch the Sun!"

        It will be a Thursday.  It will be a brilliant October 
Thursday in Colorado Springs, Colorado.  And it will happen on 
Pikes Peak -- on the internationally famous scenic roadway where 
the Pikes Peak Auto Hill Climb has challenged internal-combustion 
engines since 1916.  This year, for the first time, solar and 
electric vehicles will test their engineering in a timed event 
against this hill.

        The inaugural running of the Pikes Peak Solar/Electric 
Challenge is intended as an educational event, to promote under-
standing of the technologies now changing the face of the 
automotive industry.

        The event will be sanctioned by the Pikes Peak Auto Hill 
Climb Association, the non-profit entity which sponsors the annual 
Pikes Peak Auto Hill Climb.


A little history ...

        The first solar-powered vehicle to climb Pikes Peak 
--MORE--(28%)reached the summit in August, 1990.  Built by engineering students 
and faculty from Mankato State University in Mankato, Minnesota, 
this experimental vehicle climbed the Peak in an extraordinary 
time of one hour, three minutes and forty seconds.

        (In its ascent, the Mankato State vehicle experienced 
transmission problems.  The vehicle was brought to the summit of 
the Peak and repaired, and then returned to the point of breakdown 
where timing was continued.  Repair time is not included in the 
official 1:03:46 ascent time.)

        This solar car, the "Northern Light," made its trip up 
Pikes Peak as one of many legs on its experimental journey across 
the country.  And, although it climbed the Peak simply as a 
tourist car, it attracted the avid attention of hundreds of other 
tourists who were visiting the area at that time.  Interested 
spectators lined up to view this sleek, silent, non-polluting car, 
and to interview the drivers and crew.

        The overwhelming response to the unscheduled appearance of 
the "Northern Light" fueled the concept for a solar/electric 
vehicle event to the top of the mountain -- The Pikes Peak 
Solar/Electric Challenge.

What About the Pikes Peak Highway?

        Pikes Peak, the "Gateway to the Rockies," towers above the 
plains on the northeastern slope of the Front Range of the Rocky 
Mountains, and is located in the foothills near Colorado Springs, 
Colorado.  With bright and beautiful high-altitude sunshine more 
than 340 days each year, Pikes Peak makes an ideal location for 
the world's first solar hill climb.  The pristine beauty and 
unspoiled environment of the Rocky Mountain landscape create a 
perfect and inspirational backdrop for this event -- which has 
been designed to move the automotive industry closer to the zero-
pollution solution.

        The inaugural Pikes Peak Solar/Electric Challenge will 
take place on the Pikes Peak Highway on Thursday, October 8th, 
1992.  It will be a timed event intended to set standards for all 
future events, and will be run strictly against the clock.  It 
will begin at the traditional Pikes Peak Auto Hill Climb Starting 
Line at Mile Post 7 (Altitude 9,400 ft.) and end at the 14,110 
summit after a run through 156 brisk curves on a twelve and one-
half mile roadbed of well-groomed decomposed granite.  There's no

The Event

        The Inaugural Pikes Peak Solar/Electric Challenge will be 
run in separate divisions for solar vehicles, electric vehicles, 
manufacturers, open, exhibition, and hybrid vehicles.  The 
electrics will go first, with solar cars running later to take 
fullest advantage of the day's sunshine.  Because this is the 
standard-setting year, each entry will set its own record, and all 
participants will be recognized for their achievement.

        In the future, as solar and electric automotive 
developments increase in environmental and economic importance, 
the Pikes Peak Solar/Electric Challenge will become a world-class 
proving ground for the technologies that are now changing the face 
of the automotive industry. 


Why Now?

        At present, more than 400 corporations, companies, 
--MORE--(63%)colleges, universities, and private individuals in the United 
States are active in solar/electric vehicle research and design, 
and in the manufacturing of zero-pollution vehicles.  The reasons 
are compelling.  Environmentally, the need for non-polluting 
transportation is an issue of critical national, international, 
and global importance.  The widespread use of solar and electric 
vehicles will mean cleaner air, lessening of the greenhouse 
effect, and greater energy freedom.

        In the next 25 years, the economic impact of efficient, 
affordable mass-produced solar or electric vehicles could easily 
match or exceed the influence the internal-combustion engine has 
had on the economy of the 20th century.  Recent legislation in 
California and New York mandates that by 1998, two percent of all 
cars sold in those states must be non-polluting.  By 2010, that 
requirement is expected to increase to 50% or more.

        Global warming legislation passed by the U.S. Senate in 
1990 included a zero-pollution vehicle provision and an amendment 
which creates a five-year, $50 million federal cost-sharing 
program to stimulate the early commercial development of zero-
pollution vehicles.  North American auto makers have agreed to 
provide a matching amount, creating a $100 million program to fund 
--MORE--(78%)this technology -- perhaps the largest cooperative effort ever 
undertaken by the government and the U.S. automobile industry.

        The Pikes Peak Highway draws approximately two million 
visitors each year to this region.  The beauty of the area and the 
extraordinary road -- an engineering marvel of the late 1800's -- 
attract visitors from around the world.

        Many of the visitors who drive the highway to the summit 
are automobile enthusiasts, eager to experience first-hand the 
challenges of one of the world's most demanding automotive proving 
grounds.

        Another of this region's most popular visitor attractions 
is the spectacular United States Air Force Academy, where the 
timed qualifying events and vehicle display will be held.  The 
hundreds of visitors who tour the Academy during these qualifying 
runs will have an opportunity for a close-up view of these

     Battery technology was the subject of Saturday's meeting of the EVAOSC.  A
representative from Trojan batteries was the speaker.  They are the major
player in the golf-cart battery business (they have 60% of the EV business
right now).  The speaker was a *BIG* proponant of lead acid batteries for
several reasons, the primary one being cost, but also the level of recycling
--MORE--(31%)(apparently last year 98% of all lead acid batteries that had reached the end
of thier life-cycle were recycled).

     He came up with some formula that "showed" that lead-acid batteries were 
the way to go with electric automobiles.  I believe that the formula was 
something like:

------------------------------------------------------  == Value Index
                      Cost  

Using this formula he "showed" that lead-acid batteries were the best 
alternatives for the short and mid range.

     Then we had an interesting discussion about how environmentally friendly
the materials are.  Lead is no angel, but of the heavy metals it is one of the
safest.  Cadmium (the "Cad" in Nicads) is pretty nasty stuff, and in
zinc-bromine batteries the bromine is very toxic (the battery also has many 
potential failure points because it requires a fair amount of plumbing).  Of the  
other major technologies, sodium-sulphur has to be kept at about 300-400 degrees  
Fahrenheit (which could be really nasty in an accident).  The others are 
--MORE--(64%)probably no worse than lead-acid, but they have their own problems.  Zinc-air 
(probably Zinc-nitrogen?) and nickel-iron are both currently very costly and 
have no recycling network.  (Both of these *COULD* change.)

     I'm curious what the net thinks about these various technologies and how 
they view the future.  If you've heard of a battery type that I haven't 
mentioned here, I'd like to hear about it.  One thing that I should mention is 
that most people I've talked to think that the long term solution for EV power 
will be some sort of fuel cell.  At that point you are basically using hydrogen  
as a storage medium.  (Anybody know about the current state of fuel cell 
technology small enough for EV applications?)

                    The International Electric Grand Prix
                             October 15-18, 1992

                             F A C T   S H E E T

Route:  The route for the Event will be made up of surface streets and
        secondary highways in the Greater Los Angeles area.  Interstate Highway
        travel will not be part of the route.

--MORE--(8%)Competition: There will be three days of competition in the Event, and each day
        will consist of a set number of miles over designated roads, which will
        make up a daily route.  No daily route will be more than 50 miles. 
        Checkpoints will be established along the daily routes, to insure that
        all teams follow the prescribed route.  Supplemental laps of no more
        than five miles in length will be designed for the end of each day of
        competition.  The supplemental lap routes will begin at the end of the
        daily route, and will also be made up of surface roads and secondary
        highways.

Scoring: Each team will be timed over the complete daily route.  The daily time
        will be compared to the "perfect time" for each day.  The perfect time
        will be set by Event Officials.  All motor vehicle laws governing the
        road must be followed, and these laws and restrictions will be used to
        figure the route's perfect time.  Instances of failure to comply with
        the law, observed by an Event Official, will result in penalty points,
        and possible disqualification.

        Points will be awarded daily, based on how near a team's daily time is
        to the "perfect time."  The team with the closest time to perfect will
        receive the most points, the team with the next closest will receive
        the second most points, and so on, until the last place team receives
        the fewest regular daily points.  Teams completing the daily route have
--MORE--(23%)        the option of running supplemental laps for supplemental daily points,
        and teams who do not complete the daily route will receive penalty
        points for each mile not covered on the daily route.  Total daily
        points equal a team's regular daily points plus supplemental daily
        points minus penalty points.  Daily winners will be the teams which
        earn the most points for a day, based on total daily points in each
        class.

        The overall event winners will be the teams, in each class, who have
        accumulated the most total daily points in the three days of the Event,
        plus acceleration points awarded during the Acceleration Event, plus
        energy efficiency points awarded based on energy used per mile.  The
        Rules and Specifications package will include all scoring details.

Vehicle Specifications: All vehicles must be licensed and insured in the state
        or country of origin.  No restrictions on size or types of batteries or
        other components will be made (except for battery capacity as noted
        below) in order to allow greater flexibility in creating and running
        truly innovative vehicles.  Vehicles which will be competing in other
        events such as Sunrayce, Tour de Sol and the HEV Challenge may want to
        use those vehicle specifications in evaluating their vehicle's class. 
        If there are three or more vehicles with similar characteristics, a
        class will be created for them, e.g. hybrid vehicles, which would be
--MORE--(38%)        judged on energy used/mile and Carbon emissions/passenger mile.  All
        vehicles must pass the IEGP road safety test which will be administered
        on Registration Day.  The Rules and Specifications package will include
        all specific requirements on battery capacity, PV output, charging, and
        vehicle size.

Classes:

Road classes...

1a. Tour de Sol Commuter Class: Practical two, three, or four-seater electric
        vehicle, possibly solar assisted, which travel at normal road speeds
        (35+ MPH) and has a driving range of about 50 miles per day.  Battery
        capacity and photovoltaic output is limited.  Conforms to 1982 Swiss
        Tour de Sol specifications.  Vehicles may have 3 or 4 wheels, must be
        licensed and insured in the state or country of the entrant, and be
        able to sustain a speed of at least 25 MPH.  A solar photovoltaic panel
        may be carried in or on the vehicle.  To simulate commuter use, TdS
        Commuter cars may recharge their batteries each night from the power
        sources provided by contest organizers.

1b. American Commuter Class: Practical two or more seater electric vehicles,
        possibly solar assisted, which travel at normal road speeds (35+ MPH)
--MORE--(50%)        and have a driving range of at least 50 miles per day.  There is no
        limitation on battery capacity, but PV output is limited.  Vehicles may
        have 3 or 4 wheels, must be licensed and insured in the state or
        country of the entrant, and be able to sustain a speed of at least 25
        MPH.  A solar photovoltaic panel may be carried in or on the vehicle. 
        To simulate commuter use, American Commuter cars may recharge their
        batteries each night from the power sources provided by contest
        organizers.

2. Tour de Sol Solar Class: Solar electric vehicles designed to travel long
        distances at speeds up to 65 MPH with a driving range of over 100 miles
        per day.  Battery capacity and PV output are restricted.  Conforms to
        Swiss Tour de Sol specifications for Racing Solar Vehicles.  Usually a
        one seater, must be licensed and insured in the state or country of the
        entrant.  Vehicles will start with fully charged batteries, which must
        be recharged from the sun alone during the competition.

3. Cross-Continental Solar Class: Solar electric vehicles designed to maximize
        daily distance traveled running under solar power alone, and traveling
        at lower road speeds.  The physical size of the vehicle and its PV
        array are limited, but there is no limit on battery capacity or PV
        output.  Conforms to include World Solar Challenge (3a. Australian X-C)
        and Sunrayce '93 (3b. American X-C) specifications.  Usually a three
--MORE--(65%)        wheeled one seater, it must be licensed and insured in the state or
        country of the entrant.  Battery capacity is not limited, but batteries
        must be recharged from the sun alone during the contest.

4. Storage Innovators Class: Vehicles using new storage technologies, such as
        metal hydrides and hydrogen fuel cells.  There are no limits on battery
        capacity, and such vehicles may be solar assisted.  Vehicles must be
        licensed and insured in the state or country of the entrant.  Intended
        to spur new battery design and storage innovations.

5. Open Class: Vehicles which conform to the aims of the event, but do not fall
        into an existing road class.  Includes vehicles such as those using
        low-emission alternative-fuel internal-combustion engines (Natural Gas,
        Propane, Hydrogen, Ethanol), hybrid electric vehicles (electric with an
        internal combustion engine or fuel cell electric power source), antique
        electrics, motorcycles, scooters, and others.  Vehicles must be
        licensed and insured in the state or country of the entrant.  If more
        than three vehicles with similar characteristics enter the competition,
        a class will be created for them.

6. Formula Race Car Class:  Track racing electric vehicles such as converted
--MORE--(78%)        Formula 440, Midget and other track racers.  Will be a one-hour timed
        event with points awarded based on number of laps completed.  No limit
        on battery capacity.  Will be allowed unlimited battery changes during

7. Electrathon Class: Long distance stream-lined lightweight vehicles.  Vehicle
        has three or four wheels, and is limited to 63 pounds of batteries.

Are there any emissions specifactions for the "low-emmision alternative-fuel
i-c engine" vehicles?  I was involved in the 1991 Natural Gas Vehicle
Challenge, where not a single entry was able to equal the emissions of
an equivalent gasoline fueled vehicle (at least not in every category
measured by the FTP).
  Will the i-c engine powered vehicles be required to show proof of their
emissions levels?
