Title I, SEC. 1515. FEDERAL SUPPORT FOR STATE IMPLEMENTATION. (a) Planning Grants. (1) In general. Not later than 90 days after the date of the enactment of this Act, the Secretary shall make available to each State a planning grant to assist a State in the development of a health care system to become a participating State under subtitle C. (2) Formula. The Secretary shall establish a formula for the distribution of funds made available under this subsection. (3) Authorization of appropriations. There are authorized to be appropriated $50,000,000 in each of fiscal years 1995 and 1996. (b) Grants for Start-up Support. (1) In general. The Secretary shall make available to States, upon their enacting of enabling legislation to become participating States, grants to assist in the establishment of regional alliances. (2) Formula. The Secretary shall establish a formula for the distribution of funds made available under this subsection. (3) State matching funds required. Funds are payable to a State under this subsection only if the State provides assurances, satisfactory to the Secretary, that amounts of State funds (at least equal to the amount made available under this subsection) are expended for the purposes described in paragraph (1). (4) Authorization of appropriations. There are authorized to be appropriated $313,000,000 for fiscal year 1996, $625,000,000 for fiscal year 1997, and $313,000,000 for fiscal year 1998. (c) Formula.
