Title III, SEC. 3311. PURPOSES. Subject to the subsequent provisions of this subtitle, the purposes of this part are to strengthen the capacity of State and local public health agencies to carry out the following functions: (1) To monitor and protect the health of communities against communicable diseases and exposure to toxic environmental pollutants, occupational hazards, harmful products, and poor quality health care. (2) To identify and control outbreaks of infectious disease and patterns of chronic disease and injury. (3) To inform and educate health care consumers and providers about their roles in preventing and controlling disease and the appropriate use of medical services. (4) To develop and test new prevention and public health control interventions.
