Title IX, SEC. 9004. NON-CASH ASSISTANCE CHILD AND ADULT DEFINED. (a) Non-Cash Assistance Child. In this part, the term ``non-cash assistance child'' means a child described in section 1934(b)(1) of the Social Security Act (as inserted by section 4221(c)) who is not a medicare-eligible individual. (b) Non-Cash Assistance Adult. In this part, the term ``non-cash assistance adult'' means an individual who is (1) over 21 years, (2) is a citizen or national of the United States or an alien who is lawfully admitted for permanent residence or otherwise permanently residing in the United States under color of law, and (3) is not an AFDC or SSI recipient or a medicare-eligible individual.
