International Medical Informatics Association WORKING CONFERENCE ON THE ORGANIZATIONAL IMPACT OF INFORMATICS March 28-31, 1993 Cincinnati, Ohio USA OVERVIEW As the quantity of biomedical knowledge has increased exponentially in recent years, informatics professionals have developed technical tools and strategies to cope with the vast volume and flow of information. These technical tools and strategies are constantly becoming more sophisticated, affecting more and more aspects of the biomedical organizations in which the strategies are implemented. These changes, often rapid, typically cause significant organizational stress. Unfortunately, these organizational impacts are often not well understood by medical informatics professionals. The impacts and the managerial strategies for dealing with them are typically not as easily defined and measured as their more technical counterparts. It has become obvious in recent years that successfully introducing major new systems into complex organizations requires an effective blend of good technical and good organizational skills. The technically best system may be woefully inadequate if its implementation is resisted by people who have low psychological ownership in that system. On the other hand, people with high ownership can make a technically mediocre system function fairly well. This conference will focus on the organizational impacts of medical informatics efforts and on the skills and change management strategies necessary for successful informatics imple- mentations. GENERAL OBJECTIVES * To identify, define, and promote effective strategies for introducing change in complex medical organizations, especially those focused on human factors and culture. * To identify and define those leadership characteristics which lead to successful implementations of medical informatics principles. * To identify methodologies for determining strategic direction and strategic alignment of the medical informatics function within organizations. * To identify effective organizational models for different types of organizations with regard to medical informatics. DATES AND LOCATION The conference will be held March 28-31, 1993, at the Embassy Suites Hotel in Covington, Kentucky, USA. This is in the Cincinnati, Ohio, area which has excellent domestic and international air service. CONFERENCE PROGRAM Session 1: Sunday, March 28, 2 PM Welcome Conference Overview Overview of Organizational Issues * Implementing major computer systems into complex medical environments * Effects of major computer systems on the organization Inside Looking In--A senior health care administrator's thoughts on the role of information technology in a fully integrated organization Outside Looking In--A consultant's observations on systems integration and the major impacts of medical information technology on today's organizations Session 2: Monday, March 29, 9 AM Actual cases of information systems implementation--positive and negative--will be presented for analysis and discussion. The cases will represent different types of health care organizations such as complex single sites, hospitals/clinics located in multiple locations, organizations connected with universities, and regional hospital systems. Session 3: Monday, March 29, 2 PM Organizational specialists will present overviews of the organizational change issues that arose in the various case presentations. Session 4: Tuesday, March 30, 9AM There will be break-out sessions for all participants. Critical change issues will be defined, and facilitators will assist each group as it develops effective change strategies. All the participants will be encouraged to share past implementation experiences and include those experiences in the Conference outcomes. Session 5: Tuesday, March 30, 2 PM A continuation of the morning's break-out sessions, plus a report to the total Conference. Session 6: Wednesday, March 31, 9 AM A review of the impacts of major information systems implementations on both the cultures and the day-to-day behaviors in organizations. Session 7: Wednesday. March 31, 2 PM. Summation of the Conference outcomes.
