     state of emergency in Moscow to be imposed in full tonight
     The  commandant  of the state of emergency region in Moscow,
deputy  internal minister Aleksandr Kulikov  said on October 5 at
the  Moscow  government meeting that the situation in the capital
was   under  complete  control  by  the  law-enforcement  bodies.
According  to  Aleksandr  Kulikov, all the eighty-nine regions of
the  Russian  Federation   have  supported  the  action   of  the
president and the government, aimed at stopping the disturbances.
Yesterday,  more  than  five  thousand men on the law-enforcement
bodies  staff  arrived in Moscow from the regions to take part in
suppressing the disturbances, said the commandant.
     Aleksandr  Kulikov  also  said  that  the state of emergency
regime  in  Moscow would be imposed in full tonight. According to
Aleksandr Kulikov, beginning with October 5 night, vehicles only 
with  special  passes,  as well as  the service and rescue trucks
and ambulances, will  be allowed to move in the city from 11 p.m.
to  5  a.m.  More  than ten thousand people will take part in the
state  of  emergency  enforcement  operations,  said  the  deputy
internal minister.

     According  to  the deputy minister, the state will be a kind
of  mediator  between  the  producers  and  the  consumers, and a
guarantor that any agreement will be fulfilled.
     
     
     EC shifts summit to October 1993 
     According to Aleksandr Kuznetsov, the press secretary of the
Russian  Federation  government  vice  premier Aleksandr Shokhin,
twelve  EC  members  have  decided to accelerate the summit,  and
hold  it  in  October  because  of the situation in Russia. Among
other issues, aid to Russia will be discussed.
     On  October 8, a meeting of the Banks Consultative Committee
( London Private Banks Club) will be held in Frankfurt to discuss
details of an agreement  with Russia on granting it credits.
     
     
     
     guerrillas  from  trans-Dniester  region  take part in White
House defence 
     The  press service of the Moldova Republic embassy in Moscow
reported on republican television on October 4 that several dozen
guerrillas from the trans-Dniester region took part in the latest
events  in  Moscow.  It  is  also  reported  that the White House
defenders  received  arms, food and money from the trans-Dniester
region.

     As  the  PostFactum  news agency has learnt, Sergey Filatov,
the president's staff head, has called up Valery Zorkin, chairman
of  the  Constitutional  court, and proposed to him, on behalf of
Russian   President  Boris  Yeltsin  and  prime  minister  Victor
Chernomyrdin,   to  resign.  Otherwise,  Valery  Zorkin  will  be
prosecuted    on   charges   of   a   legal   backing   for   the
anti-constitutional coup.
     
     ON OCTOBER 4 89 PERSONS WERE KILLED IN MOSCOW STREETS
     On  October  5,  1993  speaking at a press conference at the
joint  center  of the president and the government of the Russian
Federation,  Pyotr  Filippov,  chief  of  the analysis center for
social  and  economic policy under the Russian president's staff,
reported official data of the yesterday's events.
     According  to  him,  some  1000 persons were detained at the
White  House, including several journalists. Over 100 of them are
now  in Lefortovo, with 300 being in custody at special jails for
keeping  people  in imprisonment before trial of the Moscow Chief
Interior  Administration. Of those who were detained at the White
House  and  nearby,  600 persons are kept on the Krasnaya Presnya
stadium. Those who have been detained for violation of the curfew
are also kept there.
     Pyotr  Filippov  has  also  made  a special announcement for
former deputies of the Russian Federation and their relations. He
said  that  the  detained  deputies,  those  who  are  prosecuted
excepted, have been liberated.
     Pyotr  Filippov  has  also reported the number of victims of
the disturbances. According to him, 516 persons were wounded near
the  White  House  and  Ostankino, including 450 civilians and 66
policemen  and  soldiers.  The  death  toll at the Moscow streets
amounts  to 89 persons, including 50 parliament supporters and 39
supporters of the president and the government (of them, 12 being
the  military  and policemen, and 27 civilians, all of them being
officials, according to Pyotr Filippov). There are no data as yet
about victims (the wounded and dead) inside the White House.
     
     BORIS  YELTSIN  HAS  DISMISSED  THE  ADMINISTRATION HEADS OF
NOVOSIBIRSK AND AMURSKAYA REGIONS
     According  to the press service of the Russian president, on
October  5, 1993 Russian President Boris Yeltsin, on the basis of
article 8 of the law "On president of the RSFSR", issued a decree
on dismissal of Alexander Surat, administration head of Amurskaya
region,  and Vitaly Mukha, administration head of the Novosibirsk
region,  for  actions  aimed  at  non-fulfillment  of the Russian
president's  decree "On the step-by-step constitutional reform in
the Russian Federation".
     According to the press service of the Russian president, the
latter   has   authorized   Vladimir   Polivanov   to  be  acting
administration  head  of Amurskaya region, and Ivan Indinok to be
acting administration head of the Novosibirsk region.
     
     KIRSAN  ILYUMZHINOV: FURTHER DEVELOPMENT OF THE SITUATION IS
FRAUGHT WITH EMERGENCE OF DICTATORSHIP
     In  an  exclusive  interview  to  the PostFactum news agency
correspondent on October 5, 1993, president of Kalmykia said that
in  his  opinion, both the dissolved parliament and the executive
power  are  equally  responsible  for what has happened in Moscow
recently,  as  they  have  caused  the  armed  conflict  by their
confrontation.   In   the  opinion  of  Mr  Ilyumzhinov,  further
development  of  the  situation in the country will go along "the
tough way", which means that it is possible that "Soviets will be
dissolved  in  the  areas"  and  that  "necessary people" will be
appointed   for  leading  positions  there.  Dissolution  of  the
parliament  and the Constitutional court creates, according to Mr
Ilyumzhinov, "a vacuum where lawlessness can arise".
     
     LEADERSHIP OF KALMYKIA HAS DECLARED THAT THEY CANNOT SUPPORT
EITHER BRANCH OF POWER DUE TO THEIR DISCREDIT
     The  statement  received  by the PostFactum news agency from
the  press  service  of  president of Kalmykia on October 5, 1993
says  that  the  leadership  of  Kalmykia  insists, as before, on
simultaneous  elections  of both the president and the parliament
of  the  Russian Federation. The leaders of Kalmykia ask the mass
media  to  show  the  true image of the position of the republic,
because,  as the statement asserts, this position is distorted by
some  central  newspapers. The conduct of Kalmyk president Kirsan
Ilyumzhinov during the tragical events in Moscow was based on his
role of a mediator, not a supporter of any conflicting party, the
authors of this document point out.
     
     TURKMENISTAN  PRESIDENT  HAS  CANCELLED  HIS  OWN  DECREE ON
RAISING OF PRICES
     This decision was adopted by Saparmurat Niyazov at a session
of  the cabinet of ministers which took place on October 5, 1993.
The  population's  being not ready for sacrifices of the kind was
cited by him as a reason for this decision. At the same time, the
session of the republic's government has decided to determine one
of these days the new prices for foodstuffs and services, "on the
ground of real production costs".
     Local observers reckon that the Turkmen leader has cancelled
the  rise  in  prices,  as  he  was afraid of an explosion of the
Turkmenistan  people's  dissatisfaction.  They  believe  that  Mr
Niyazov  was  greatly  impressed  by  the  events in Moscow as an
example of anti-president actions.
     
     INTERNATIONAL MONETARY FUND IS GOING TO RENDER FINANCIAL AND
TECHNICAL  HELP  TO  TURKMENISTAN  IN  INTRODUCTION  OF  ITS  OWN
CURRENCY
     Valery  Otchertsev,  vice  premier of Turkmenistan, has told
the  PostFactum  news agency correspondent that in near future an
agreement  will be signed between the International Currency Fund
and  the government of the republic. This agreement will regulate
help  from the International Currency Fund during introduction of
the   national   currency   in  Turkmenistan.  According  to  the
agreement,  Turkmenistan  will  receive an access to the currency
reserves  of  the  Fund  and a credit worth 25 million of Special
Drawing  Rights,  which  amounts  to  $40 million at present. The
credit  will be allotted on preferential terms, Mr Otchertsev has
pointed out.
     According   to  the  vice  president  of  Turkmenistan,  the
agreement  also  provides for a considerable free technical held,
including consulting service, expertise of various kind, programs
of training of Turkmen specialists in the financial sphere.
     
     CURFEW HAS BEEN INTRODUCED IN TBILISI
     A  decree  of  October  5,  1993 of the head of the Georgian
state  has  introduced  curfew in Tbilisi from 23.00, taking into
account   the   formed  situation.  The  same  decree  of  Edward
Shevardnadze  appoints  Colonel  Zaza  Chachua  the commandant of
Tbilisi.
     PF:  Tbilisi  is the fourth city of Georgia where the curfew
was  introduced.  Earlier,  the  curfew  was  imposed in Kutaisi,
Samtredia and Khoni.

     GRIGORY  KARASIN:  RESPONSE  OF  INTERNATIONAL  COMMUNITY TO
EVENTS IN RUSSIA WAS IMMEDIATE
     This   was   told  by  Grigory  Karasin,  director  for  the
information  and  mass media department, at a press conference on
October  5, 1993. The response of the international community has
been  a  support to the Russian president. Disturbances and armed
violence  have been condemned, whereas the use of strength by the
president  to recover order justified. A number of foreign states
and public organizations are ready to render aid to Moscow. Thus,
e.g.,  the commission of the European Community has expressed its
readiness  to  give  urgent  help  for  a sum of 300,000 ECU; the
International  Red  Cross  is going to send 1.5 t of medicaments;
France,  Italy,  Canada, Poland and other countries have declared
about their wish to render help.
