EMERGENCY CARE CENTER REPORTED 107 VICTIMS DURING LAST DAY
PF was told in the Emergency Care Center that during the
past 24 hours it knew of 107 individuals with gunshot wounds. Of
these, 66 sought medical care on their own, 45 were brought in by
ambulance and 58 were cared for on the spot. Forty-nine wounded
were hospitalized. Ten were killed.
One more person was admitted in the morning on September 6
to be included in the current-day statistics.

SECURITY MINISTRY'S PUBLIC RELATIONS CENTER SAID MOSCOW HAD
QUIET NIGHT
PF was told in the Security Ministry's public relations
center that no clashes occurred overnight September 6 in Moscow.
Snipers "at work" were not detected. "On the whole, the night was
quiet," stated a security ministry spokesman.

VALERY ZORKIN STILL DID NOT DECLARE HIS RESIGNATION AS
CONSTITUTIONAL COURT HEAD ON OCTOBER 5
On October 5, the Constitutional Court discussed possible
resignation of Valery Zorkin, the Constitutional Court chairman.
Late in the evening, Valery Zorkin met with Sergei Filatov, the
head of the president's administration, and then went home
without announcing his decision. According to Nikolai Vitruk, the
Constitutional Court deputy chairman, Valery Zorkin had consented
to resign as he talked with some judges.
In view of the deputy chairman, there is no guarantee that a
Constitutional Court would survive as a democratic institution
unless Mr. Zorkin went.

OLEG SOSKOVETS: GOVERNMENT NEEDS ANOTHER 4-5 DAYS TO
EVALUATE DAMAGE BY DESTRUCTION IN MOSCOW
The Russia's first deputy prime minister told so after a
meeting of the taskforce committee. "First of all," said Mr.
Soskovets, "we must restore Ostankino and make it absolutely
safe."
Mr. Soskovets told newsmen that additional riot police and
defense ministry's troops were brought in Moscow and assured that
the government would do its best to have the president's decree
on the state of emergency and the curfew in Moscow fully
enforced. He also said that 860 persons were detained in the
capital overnight September 5. Speaking on the current situation
in Russia, Mr. Soskovets said that in general it was stable in
regions.
The first deputy prime minister contended that mass media
censorship as such would not be imposed and called on newsmen to
objectively and adequately interpret the president's and
government's steps.

MOSCOW'S COMMANDANT ALEXANDER KULIKOV: LISTS OF PEOPLE ARMED
BY RUSSIAN SUPREME COUNCIL ARE AS YET UNFOUND
Lt.Gen. Alexander Kulikov told journalists in the evening on
September 5 that no exact estimate of how many arms were still
held by fighters was as yet available. The Supreme Council
building is to be examined by sappers. At the same time, said Mr.
Kulikov, much arms had been handed out indiscriminately without
any lists in the pre-assault night. He reckoned that over 3,500
automatic arms might remain in the White House.
Asked about snappers still firing on civilians from roofs,
Mr. Kulikov said that "several snappers were arrested this night
and I as Moscow's commandant ordered others to be shot on the
spot."
Mr. Kulikov said the curfew in Moscow will be lifted by him
as soon as the situation reverts to normal.

SERGEI VASILYEV: CENTRAL BANK'S REGULATION BANNING
CURRENCIES IN RUSSIA IS ABSOLUTELY SENSELESS AND HARMFUL
Sergei Vasilyev, head of the Working Center for economic
reforms with Russia's government, commented on the latest Central
Bank's regulation banning foreign currencies in Russia from
January 1, 1994. He said that such a ban is automatically imposed
in any country reaching financial stability; however, he
described this Central Bank's regulation as eroding the
president's decree on attraction of foreign investors.

VASILY LIPITSKY: GOVERNMENT DEPRIVING ITSELF OF OPPOSITION
DRIVES ITSELF INTO A DEADLOCK
Vasily Lipitsky, a Civil Union leader, reaffirmed the
Union's previous response to the September 21 decree of President
Boris Yeltsin. He said that "the government depriving itself of
the opposition drives itself into a deadlock."
Mr. Lipitsky also announced that the Civil Union is ready to
run for elections whenever they are held for the sake of saving
what is left of the democracy and to submit its electoral list.
Mr. Lipitsky voiced concern about fates of the Federation Council
which was previously considered as an alternative to the
parliament and which now is questioned.
