     PRESIDENT'S ORDER LIFTS CENSORIAL RESTRICTIONS
     On  October  6,  Vyacheslav  Kostikov, the spokesman for the
Russian  President,  issued a statement saying that the president
is  addressed by Russian media leaders and citizens and requested
to  detail  his  stance concerning censorship during the state of
emergency.  Mr.  Kostikov  was  commissioned  to  state  that  no
censorial  restrictions  are  envisioned  by  any  of  the  three
president's  decrees  on  the  state of emergency and measures to
enforce it in Moscow. Some restrictions ensue from the law on the
state of emergency and are temporary.
     "Sharing  citizens'  concern  about  liberties  won  by  the
Russian  democracy and reaffirming his respect for the mass media
law,  Boris  Yeltsin  has  ordered to lift censorship which is in
effect these days. The commandant of the district under the state
of emergency and the minister for press and information have been
given relevant orders," says the spokesman's statement.
     
     RUSSIAN  PRESIDENT EXPRESSED GRATITUDE FOR SUPPORT IN CRISIS
IN PHONE TALK WITH BILL CLINTON
     Russian  president's  press service informed that on October
5,  Boris Yeltsin had a phone talk with President Bill Clinton of
the USA, on initiative from the American side.
     The  Russian president informed the US's president on events
of  October  3-4  and  the  situation  in  Moscow,  and  spoke on
preparation  for  elections  to  the  Federal Assembly called for
December 12.
     Bilateral  ties,  financial and economic support of Russia's
reforms, especially in its regions, were discussed.
     
     VALERY  ZORKIN SUSTAINED HYPERTENSIVE CRISIS LATE ON OCTOBER

     Valery  Zorkin, the Constitutional Court chairman, could not
come  to  work  in the Constitutional Court because of disease on
October 6.
     A  Constitutional  Court  meeting chaired by Nikolai Vitruk,
the  deputy  chairman  of  the  Constitutional Court, was held on
October 6 at 12 o'clock. 
     
     INFORMATION  CENTER  OPENED IN THE CHIEF MEDICAL DIRECTORATE
OF MOSCOW
     The  Moscow's  Chief  Medical  Directorate reported that its
information  center works since 12 o'clock October 6. Information
on registered victims of Moscow events of September 22 to October
5  may  be  obtained  round  the  clock  using  telephone  number
251-83-00.
     The  information  center  will operate until 18 p.m. October
11.
     
     The  public  relations  center  of  Russian  frontier troops
reported   that  over  300  fighters  of  the  Islamic  Party  of
Tajikistan  Revival  and  Afghan  Mujahidins that penetrated into
Tajikistan  from  the  Afghanistan's  territory on grounds of the
Moscow  frontier  detachment  are  intensively entrenching in the
rear of the 12th frontier post. The fighters are busy doing field
work, primarily on vantage points.
     In  the  evening on October 5, a recoil gun was used to make
three  shots at the 12th post. The Russian frontiers responded by
a mortar strike, results of which are delineated.
     
     NURSULTAN  NAZARBAEV: KAZAKHSTAN WILL BENEFIT MORE THAN LOSE
FROM FISCAL UNION WITH RUSSIA
     President  Nursultan  Nazarbaev  of  Kazakhstan announced on
national  television  on  October 5 that an agreement on a single
ruble  zone  will  open mutual payments with Russia, to which the
Kazakhstan's   economy   is  much  oriented,  and  "some  of  the
sovereignty  may be sacrificed for it." However, the Kazakhstan's
president  said  that Kazakhstan will have its national currency,
although  he did not define even approximate time of adopting it.
In  his  view, "the national currency may be discussed only after
initial economic stabilization."
     
     KAZAKHSTAN   SHUTS   DOWN   PERMEABLE   BORDERS  FOR  BALTIC
RESIDENTS
     A decision of the Kazakhstan's government adopted on October
5  allows,  since  October 22, residents of Lithuania, Latvia and
Estonia  to  enter  Kazakhstan  only  with  an  entry  visa. This
requirement  is  imposed  in response to a similar move by Baltic
States until relevant bilateral agreements are achieved.
