THE WHITE HOUSE Office of the Press Secretary ________________________________________________________________________ For Immediate Release September 30, 1994 PRESIDENT NAMES SIX TO COMMITTEE FOR PURCHASE FROM PEOPLE WHO ARE BLIND OR SEVERELY DISABLED The President today announced his intention to appoint the following six individuals to serve on the Committee for Purchase from People Who Are Blind Or Severely Disabled: Hugh L. Brennan of Maryland has served on the Committee for Purchase From People who are Blind or Severely Disabled since August, 1984. In 1967, Mr. Brennan was appointed as Special Assistant to the Assistant Secretary for Administration at the Department of Transportation, where he served until 1969 at which time he became the Chief of the Management Analysis Division for the Economic Development Administration. He was later promoted to the positions of Deputy Director and Director of the Department of Commerce's Office of Organization and Management systems. Mr. Brennan has received several awards for his performance throughout his career including a citation for a special assignment with President Nixon's Price Commission in drafting the basic regulations governing the control of prices; and in 1985, he was presented with the Gold Medal, the highest honor bestowed on Commerce employees. Mr. Brennan earned a B.A. degree from George Washington University, and attended Georgetown Law School. Carol Dortch of Georgia is the Regional Administrator for the General Services Administration, Region 4, based in Atlanta, Georgia. Previously, Ms. Dortch acted in the capacity of Commissioner of the Department of Administrative Services, Director of the Bureau of General Services, Director of the Bureau of Budget Policy and Evaluation/Management Audit for the Department of Budget Planning; Financial and Budget Analyst for the City of Atlanta; and a Financial Consultant for Parametric. Ms. Dortch earned her B.S. degree from Rider College in Lawrenceville, New Jersey. Ira L. Kemp of Maryland is the Associate Deputy Assistant Secretary for Contracting at the Office of the Assistant Secretary of the Air Force for Acquisition in Washington, D.C. He currently serves as the Air Force appointed representative and chairperson for the Committee for Purchase from People who are Blind or Severely Disabled. Mr. Kemp is a member of the National Contract Management Association, the Senior Executive Association, the Air Force Contract Adjustment Board, the Air Force Board for the Correction of Military Records, and is chairperson for the Air Force Contracting and Manufacturing Civilian Career Program. He has received several awards throughout his career, including the Presidential Rank Award in 1987 and 1989, and the Department of Defense Distinguished Civilian Service Medal. Mr. Kemp earned a B.S. degree from Arizona State University in 1960. Robert M. Moore of Virginia is a Rear Admiral of the Supply Corps for United States Navy. Rear Admiral Moore is currently Commander of the Naval Information Systems Management Center. Commissioned in 1961, his early tours include Supply Officer of the Destroyer HYMAN, and instructor for the Navy Supply Corps School in Athens, Georgia. He has served as the Director for the Nuclear Equipment Support division at the Navy's Ships Parts Control Center in Mechanicsburg, Pennsylvania, as well as leading the headquarters procurement and new construction budget functions for the Naval Nuclear Propulsion Program. Rear Admiral Moore served as an Assistant for Program and Budget for the Attack Submarine Division, Office of the Deputy Chief of Naval Operations, and as the Supply Officer of the Submarine Tender HOLLAND. In 1985, he served as the Vice Commander of the Navy Accounting and Finance Center in Washington, D.C. until assuming the command of the Navy Fleet Material Support Office in Mechanicsburg. Rear Admiral Moore earned his B.A. degree from the University of Texas, and his M.B.A. from Harvard University. Steven B. Schwalb of Virginia is currently the Assistant Director of the Industries, Education and Vocational Training Division for Federal Prison Industries, Inc. Mr. Schwalb has worked with correctional facilities for the past twenty years. He has served as the Senior Deputy Assistant Director of the Administration Division Central Office in Washington, D.C., the Senior Deputy Regional Director of the Northeast Regional Office in Philadelphia, and Director of the Department of Adult Detention, King County, Washington. Mr. Schwalb earned his B.A. degree from the University of Washington in 1972. Suzanne B. Seiden of New York is the Special Assistant to the Administrator of the Wage and Hour Division for the Department of Labor. Previously, Ms. Seiden was an Associate with Clifton, Budd and DeMaria from 1989 to 1993, where she represented clients in arbitration proceedings, administrative investigations and settlement negotiations with administrative agencies. Ms. Seiden also led client seminars on sexual harassment, the Americans With Disabilities Act, and supervisory training. She was also a Law Clerk for the Superior Court of Massachusetts, and for Holtz and Gilman, P.C., prior to her position at Clifton, Budd and DeMaria. Ms. Seiden earned her J.D. from Boston University of Law in 1988, and her B.A. degree (magna cum laude) from Tufts University in 1985. The Committee for Purchase from People who are Blind or Severely Disabled was established for the purpose of determining the fair market price of suitable products manufactured by blind persons and other severely disabled individuals. The Committee is also responsible for determining which Federal contracts should be set aside for non-profit agencies employing people with severe disabilities. -30-30-30-
