We copied a version of netkey to tsx-11's /incoming directory. It is a
source distribution and may be used under the terms of the GPL and/or
the "Germany Free Software License" (DFSL).

The following is from the README file:

NETKEY is a little and simple tool designed to protect your system 
from unauthorized access over the network. It does not replace inetd
but is called from it via inetd's configuration file inetd.conf.

Connection requests from remote systems will be granted or denied
based on netkeys configuration file. If the requested service is
denied, the connetcion is immediately  dropped, otherwise the
specified server (ftpd, telnetd etc.) is started as usual.

All action are logged via syslog or tlog.
