I cannot answer questions about Linux -- I merely summarize the kernel
patches after reading them. I try to make them useful to everyone,
but kernel hackers should take them with a grain of salt and read the
patches themselves. The patch file is patch-1.3.62.gz

- alpha/kernel/entry.S: change interrupt handling.
- drivers/block/ide-cd.c: more twiddling for broken drives: Sony 55D,
Vertos 300; add NO_DOOR_LOCKING configuration option; handle drive_cmd
requests w/NULL args (for hdparm -t); work around sporadic Sony55e
audio play problem.
- drivers/char/apm_bios.c: do_apm_timer: for apm_bios_info.version == 0x100,
do not call check_events if standbys_pending > 0 || suspends_pending > 0.
- drivers/char/console.c: change console bell implementation.
- drivers/char/serial.c: (block_til_ready): fixed another race condition
which happens if a hangup happens during the open.
- drivers/char/vt.c: change console bell implementation.
- drivers/net/3c59x.c: new media_override, full_duplex, bus_master options.
- drivers/net/ibmtr.c: change TX_TIMEOUT from 0.05 seconds to 0.2 seconds

- fs/fat/dir.c: new ioctl VFAT_IOCTL_READDIR_BOTH.
- init/main.c: fix nfs_root_addrs[sizeof(nfs_root_addrs)] memory clobber.
- net/ipv4/tcp*.c: split into tcp_input.c, tcp_output.c, tcp_timer.c
(7690 lines).
- net/ipv4/tcp.c: tcp_send_reset fixed to work for everything not just
packets for unknown sockets [Alan Cox].
