Here are some statistics on the nationwide university entrance examination,
openned for registration during March 4-10. Each applicant must get M.6
(high school) certificate to be eligible for the exam. Each can choose, in
their own preferences, up to 5 faculties from 31 government/private
universities.

Some universities accept students in rural/local areas without taking this
exam (there might be another exam of their own). Some direcly/indirectly
take handicapped students, foreign (exchange) students and/or athletes into
special programs. All those students are not counted here.

I am sorry if this message is irrelevant for the news group.
I really need to know this information.

I am working on calculation of carrying capacity of the Songkhla Lake 
in terms of residues released from seabass (Pla Kra Pong Khao) and 
tiger prawn (Kung Ku La Dam) farms.

I need to know the percentage of phosphorus in seabass and tiger prawn (wet weight or 
dry weight). From one source, I found 0.80% of phosphorus in seabass - which is 
too long. I desperately need this information. 

Please help. Thank you.

   I do not have the most recent information about the TKS project, 
but I can tell about its general description (a short one).
The project is aimed at design and implementation of different layers
of software for thai data processing (as different shells in Unix
OS system).  One layer provides necessary primitives for another
layer(s), e.g.\ providing interrupt functions, Thai BIOS call routines,
higher level routines for outer layers.
Outer layers suppose to be portable to any target machines.
The most inner layer(s) should be kept as small as possible, since
it is machine-dependent, so that it will be easily ported to
different machines.
 
   Again, this perhaps not the recent and detailed information.
I shall obtain more details from my colleagues at KU.

STDB a coup casualty

One casualty of the February 23 coup was the United States-funded Science
and Technology Development Board and its many IT-related projects worth
around US$100 million (some 2,500 million Baht) as US law demands that its
activities must cease following any seizure of power against a
democratically-elected Government.

The STDB has up to a maximum of eight months before its final deadline by
which time all activities must be suspended, and its staff withdrawn.
Meanwhile, all future projects, said to be worth some US$60 million, have
been suspended.

Ongoing projects, which include the Thai Kernel System (TKS), which
incorporates the Benjarong suite of applications under development in
conjunction with Kasetsart University and which incorporates a
locally-developed word processor, spreadsheet, database and graphics
programs, are now in the process of being wound up. 

[For Arjarn Somnuk and those who came from CPE/KU, I've been told 3 days ago
that the TKS team has contacted the National Electronic and Computer
Technology Center, NECTEC. I believe NECTEC will undertake funding for this
ambitious project in case STDB cannot continue their operations. You let me
know if there is much interest on this news. If so, I'll check the status
with the TKS research team. - Trin]

Even a ruling by US President George Bush would not serve to reverse this
state of affairs, since the wording that specifically cites the termination
of funding upon the seizure of power from a democratically-elected
government is contained in an arrangement adopted by Congress in 1986.

Only after Thailand democratically elects a new government, could the
decision then be reviewed by Congress, with such approval would be likely to
take several months, according to the source.

The STDB is one of several US agencies whose activities the coup has brough
an abrupt halt to. On February 24 the United States suspended all military
and economic assistance to Thailand, amount to some US$410 million for
fiscal year 1991.

Up until late last year, the STDB had funded a total of 73 projects in three
main fields: applied electronics and computer technology, material
technology and biotechnology.

It was established in 1985 and had a mandate to operate for seven years, or
until 1992, however this had been extended for a further two years, and the
agency, which is part of the Ministry of Science, Technology and Energy had
been pushing for legislation which will sustain and expand its status, a
proposal which the Cabinet approved in principal last year.

   This is for you Ka-rad-cha-karn (civil servants) studying abroad.

   Than-set-tha-kit (a leading weekly Thai business newspaper) quotes an
   unidentified source at Finance Ministry that salary for civil servants
   will be shifted from List B (Bun-she-kor(4)) to List C (Bun-she-khor(0))
   in the next fiscal year (October 1991). Pay rise is Finance Minister's
   attempt to prevent (or slow down) braindrain problem in the public sector.

   This will cost the government 19 billion Baht more each year. Finance
   Ministry does not anticipate budgetary problem owing to high reserve that
   the country has earned during the past years.

   Some industry experts express concerns about inflation. (Coincidentally,
   minimum wage will be raised in April.) Source at Finance Ministry said
   other monatary/fiscal policies as well as other measures (like reducing
   oil prices, lower interest rates, etc.) would take care of that.

English alphabets/digits/symbols as well as control codes are located at

620-2529 extends ISO 646 to build the Thai/English bilingual 8-bit character
environment.

For ISO/IEC DIS 10646 (Universal Character Set), Thai is located in Plane
32, Group 32, right half of Row 158. Column values are exactly the same as
those mentioned in the table below.

For Unicode 1.0 draft, Thai is located in the range of 0EA0-0E5F. Layout for
code points looks the same as TIS 620-2529 but there might be some changes
in string encoding and/or character values. This is yet to be finalized.

Technical Committee 536 of the Thai Industrial Standards Institute, Ministry
of Industry (the committee on Information technology for the Thai standard 
body) has made a final resolution on Thai character names. These names are 
now set in accordance with Annex F (character naming convention) of ISO/IEC 
DIS 10646.

TISI will send the list of revised names to ISO and Unicode Consortium for
inclusion into ISO 10646 and Unicode 1.0, respectively.

These character names will be used in the (Wototo) Common Specification for
Thai Software Development.

Note: The (Wototo) Common Specification is likely to be adopted as a TIS 
      standard later on. The spec covers all major aspects of Thai
      processing on computer; including keyboard behavior (input method),
      display behavior, character code for interchange, display code,
      (backstore) string encoding, API services and RTLs, remote display
      facility, etc.

	There is a Multilingual program	called "DuanJan". It supports
cga too. But it is a commercial software written by a Thai guy(I guess)
from Philly. If you are interested in it, I can  find his company address.
Or may be you can suggest your cousin to return CGA and get EGA/CGA. My impression
onn CU writer is that it'd be CGA supported in the futuer version but I may 
be wrong. They (CU people) told me that they'd support laser printer for
the new version, when I went back to visit Thailand last summer.

	I am not using MAC, but if anyone of us has newer version of 
Thai System and want to uppload to snake I can arrange space and make

CU writer is a Thai word processor that can work only with EGA system or
higher.  Because, to my knowledge, we can not use Thai font with CGA adaptor
without modifying the hardware.

Beside, this program can only work well with Epson printers or compatible.
The reason for this is that Epson is the only domainant in printer market in
Thailand. The first choice of printer that Thai software can work with is
Epson.

new computer.  He just bought a cheap CGA (*gag*) 286 clone for his
kids so I ftped and give him the CU Writer.  It doesn't work in CGA
mode though (I only tested here with EGA -- no CGA around here, but
got a confirm no from him).  Anybody has a newer version that will
work with CGA?

Oh, the version at snake.mcs.kent.edu is 1.4 Beta.  Dated in 1987,
me-think.

Anyway, he is thinking about upgrade it to VGA so he/we are not really
needed it but could use one if available.  Oh, another cousin from
Atlanta (family reunion 8^) said that her friend in Thailand memtioned
that the latest of CU Writer just released at the end of February,
version unknown.

One more thing.  Anybody has Mac Thai System newer than 6.0.2?  I
owned a Mac IIcx but have access to all the PC I can get at work. 
Fonts and others are also welcome.  I only have (Thai) System 6.0.2
and that is it!

        This is a reminder for those of you who have not voted for the
group "soc.culture.thai." This group, if created, will have a lot of benefit
to all the people who are interested in thai "stuff". Please take a moment
