During the 3rd IFCSS Council teleconference held on January 6, 1993 Mr. Zhao
Haiqing, Chairman of IFCSS Student Affairs Committee (IFCSS/CCSA), submitted
his resignation. IFCSS President Geng Xiao has nominated Mr. Zhang Qingsong,
current IFCSS HQ Executive Director, to head IFCSS/CCSA for the remaining of
this term. Until next Council meeting, when this nomination will be
considered, Mr. Zhang will be the acting chairman of CCSA according to IFCSS
bylaws.

In the past three years, Mr. Zhao Haiqing has made significant contributions
to IFCSS and the Chinese student community. Like Huang Yuangeng and Han
Lianchao, he has been a major figure representing IFCSS at the U.S.
Congress. His efforts are deeply appreciated.

As authorized by the IFCSS Council, the IFCSS HQ is now making preliminary
preparations for the 5th IFCSS Congress. The HQ calls on IFCSS member
organizations to submit proposals to host the Fifth Congress. The following
is some basic information (or expectations) about the Congress.
     Time preferred:           Between July 1 and July 20
     Participating schools:    150 +
     Participants (delegates, quests, observers):  250-300
     Days:                     3-4  (Must include a weekend)
Requirement for host schools:
         A:  an active group of volunteers to work for the Congress;
         B:  convenient location and transportation;
         C:  competitive price for meeting rooms and lodging.

alumni of the University of International Business and Economics (Beijing),
formerly College of Foreign Trade.  The purpose of this net work is to set

The Federation of Asian and Oceanian Physiological Societies (FAOPS),
announces that the Third FAOPS Congress will be held in Shanghai, China from
the 7th (Monday) to the 10th (Thursday) of November, 1994. The scientific
program will consist of plenary lectures, symposia with invited speakers,
oral presentations and poster demonstrations with opportunities of group
discussions. Participants wishing to present a paper will be asked to submit
an abstract on an official form. Themes of the Congress will cover major
areas of physiology. Several satellite symposia will be organized and
announced later. Membership of the Congress is open to everyone interested
in the basic and clinical physiological sciences.

SOS China Education Fund, registered in California, US in October, 1992,
is an independent, nonpolitical and nonprofit organization. The current
members of the Fund are a volunteer group of Chinese and American students
and scholars who share the same goal. The FUND is not affiliated with any
organizations inside or outside China.

Education is the basis of one country's  economic and cultural development.
It is still a reality that in China alone there are 229 million of
illiterates among the 890 million in the world (UNESCO, 1989). According  to
the official figure (1989) by Chinese government, the average education
level of Chinese people was less than five years.  Every year, there are
still over one million schooling children dropping out school due to family
poverty. It is more astonishing and heartbreaking that in a large portion of
poor areas in China, the problem of  lacking  of  teachers  is becoming more
serious. More and more good teachers flow out those areas for better life.
The quality of education in those areas is worsening daily.

The goal of SOS China Education Fund is to help promote China's education,
especially the elementary education. In order to reach this goal, the Fund
will first try to raise donation from any available source outside China.
The donation will be used to assist the children, who have already dropped
out of school or at such a brink, to finish their school years, to help
improve the teachers' simple life in those areas and to build and renovate
the schools in the areas.

The Fund, still young, is eager to look for your help in  any  ways.  The
Fund calls for any interested friends to work together for the same goal.

3. SVDC Launches a Rescue Mission for Ren Wanding ....................... 43

The Board of Directors of Silicon Valley for Democracy in China (SVDC) held
the monthly business meeting on January 9, 1993.  Two resolutions related to
supporting Ren Wanding and his family were passed.

The first resolution was to establish a trust account to hold contributions
for the Ren family and provide continuous financial assistance to them.
SVDC will solicit donations on their behalf and manage this trust account
for them until either their needs cease to exist or they are allowed to come
abroad to receive appropriate medical attention.

The second resolution was to initiate a plan of actions to request special
assistance from the U.S. government officials and federal legislators to
call on the Chinese government, on the humanitarian ground, to immediately
release Ren who has lost sight in one eye and will soon lose sight in the
other one if nothing is done immediately.  He suffers from severe diabetes
and extremely poor physical environment in prison.  SVDC will also request
assistance from international charity and human rights organizations to send
representative(s) to visit Ren in prison to determine his medical needs.

In relation to the first resolution, SVDC representatives presented a report
of the critical needs for supporting the Ren family at a dinner party to
honor Dr. Fang Lizhi in Berkeley, California on January 9, 1993 evening.
Donations were collected at the party.

Several letters and articles have been drafted to support the implementation
of the second resolution.  One letter will go to the Chinese government.  A
second one will go to the President-Elect Clinton and other US governmental
officials.  One other letter will be sent to the International Committee of
Red Cross (ICRC) and Amnasty International(AI).  In addition, SVDC will work
with newspapers to publicize this rescue mission.

Name and address of Ms. Zhang Fengyi, wife of Ren Wanding, are available to
anyone who wishes to directly communicate with her and/or send money to her.

4. IFCSS NR 4090: Preparation for the Implementation of S1216 ........... 54

Yesterday afternoon, from 2:00 pm to 4:00 pm, IFCSS Officers held a meeting
with IFCSS legal advisers in Arent & Fox to discuss issues in the
implementation of S1216, the 1992 Chinese Student Protection Act. On the
IFCSS side, the participants were: Mr. He Baoping, Vice-President; Mr. Shi
Heping, Assistant to the President and Chairman of the Public Relations and
Government Affairs Committee; and Mr. Zhang Qingsong, Executive Director and
Acting Chairman of the IFCSS Student Affairs Committee. On the law firm
side, participants were Lynda Zengele, Eleanor Pelta, Christine Herrell
from Arent & Fox and Laura Reiff.

Yesterday's meeting focused on three aspects: how to push INS to draft the
regulations early; what are our positions on some key issues; and how to
handle some special cases.

It was agreed that soon after President Clinton's inauguration, we should
begin to contact the INS officials and request a meeting. It was agreed that
it is to the best interest of Chinese students and nationals that the INS
draft the regulations as soon as possible. We will also try to convince INS
that in order to speed up the process and reduce the workload of INS, some
kind of pre-processing is necessary.

Based on the information provided by the HQ, IFCSS legal advisers have
prepared a question list to be raised to INS officials. We carefully went
through the list and clarified our positions (where we stand on each issue,
what are our arguments, how to convince the INS, etc.)

The HQ officers also called the attention of our legal advisers to the
newspaper ads by some immigration lawyers and lawyers concerning S1216.
Several copies of the ads were displayed.

In those ads, it was said that S1216 went into effect immediately, that INS
now begins to accept applications, that those law firms are official
processing stations for S1216, that the earlier you file application with
the firm, the sooner you will get a greencard, that they have close contact
with IFCSS (actually we never heard of them), that they were actively
involved in supporting the passage of S1216, some even claimed that they
drafted the S1216. They all requested high processing fees, from $650 to
$950 a case.

We would advise CSS' not to be fooled by these ads. We are concerned that
these lawyers are taking advantage of the CSS and giving wrong
interpretations and information about the bill. Those ads might have
violated the law and our legal advisers are considering to file criminal
charges against those law firms.

Please call IFCSS HQ before you decide to join those pre-processing
programs. Otherwise, you might spent a lot of money for wrong advice.

We will keep you updated on the progress of the implementation. We will let
you know when it is time to file the applications. We will send news
releases to the computer networks, and will make announcement in the Chinese
newspapers.
