                         An Introduction to
              Overseas Chinese Physics Association(OCPA)

     Ethnic Chinese professionals overseas have long taken the attitude that
     study and work transcend all else, and that what goes on around
     the world in China and in the West are beyond us and best left
     alone.  We have lacked the unity and strength to organize a
     voice on our behalf.

     Except for very close friends, we rarely network and provide support
     for fellow Chinese struggling to make it in the Western world.
     Among some established Chinese corporate executives in the West,
     there is even the mentality that they have to bend over backwards
     not to look kindly on Chinese applicants in order to avoid imagined
     charges of favoritism.

     This apathy and lack of cohesion have resulted in a conspicuous
     absence of a strong voice in U.S. and Canada on behalf of the
     Chinese professionals.  We have never benefitted from any affirmative
     actions, nor have we been adequately represented in the professional
     societies and organizations.

     Except for a few relatively small professional societies in
     chemistry, engineering, and soil science, we are largely unorganized
     and underrepresented. In physics, there is not even a society of
     Chinese-American or Chinese-Canadian physics professionals.

     OCPA (Overseas Chinese Physics Association) is an attempt to
     fill the crying need for a voice.

     The long term goal of this OCPA is to work towards forming a
     larger coalition of Chinese professionals in all fields so that
     our united voice will speak out on issues of concern to
     all of us, and raise the public consciousness on the
     critical contribution that Asian professionals make to Western
     vitality in science and technology.

     As ethnic Chinese living in the Western milieu, we also cannot
     forget our cultural roots.

     A strong stable and prosperous China that is respected around
     the world lends itself to an enhancement of the stature of
     ethnic Chinese in the West.  A divided and chaotic China
     reinforces the apathy and alienation among overseas Chinese
     professionals.

     As events unfold in China, we should speak out for moderation
     and progress so that future generations of scientists and
     professionals not be lost to the world.

     OCPA as a non-political organization cannot and should not be
     involved in the internal politics of China.  When it does speak out,
     it should be solely on the basis of concerned ethnic Chinese
     professionals.

    A secondary motivation of OCPA, supplement to Prof. Chang's description,
    is to help educators in China, Taiwan, Hong Kong and Singapore to
    improve science education in these regions in line with the need of
    their economic developments. Science and technology advancement achieved

    in the West and in Japan in the last several decades are astonishing and

    embracing. We believe that science and technology education is now an
    integral part of the human intellectual and economic activities,
    indispensable for any nation tiding into the 21th century. Hence one
    fourth of the humanity can not and should not be left behind, world
    peace depending on improved living standard and prosperity of the
    citizens of the world as a whole.

    Let me answer your questions first and then quote some relevant part of
    OCPA's Charter and Bylaws which have been voted upon by an Ad Hoc
    Committee. The committee is composed of 26 members covering several
    subfields of physics. The Quote will give you a definite idea of what
    OCPA is intended to be.

                    I. QUESTIONS AND ANSWERS ABOUT OCPA

    1). Is OCPA formally proclaimed or is it still in planing? What kind of
        organizational structure it will have and what kind of activities
        it will sponsor?

        OCPA is defacto proclaimed but has not been registered with the
        US or Canadian government. The activities of OCPA are still at
        the planning stage, although there are a number of ideas being
        actively evaluated.

    2). Any plan for publication of its own, say newsletters?

        Yes, but again this is also in the planning stage.

    3). Please give some names and addresses of the contact persons so that
        people interested in OCPA will be able to know where to get more
        info from.

    4). How many current associates does it have now?

        We are still at the membership drive stage and we have about 70
        physicists at the various universities and national labs. The
        present contact is mostly done via E-mail, through which only a
        small fraction of the physics community can be reached.

                 II. MORE ON OCPA (OVERSEAS CHINESE PHYSICS ASSOCIATION)

    A.   CORPORATION STATUS
         This Association is a non-profit, professional organization.
         It does not have affiliation with any political party, and has
         neither regional nor national bias.

    B.   OBJECTIVES
         The objectives of the Association are:

         a. To enhance communication and promote fellowship among its
            members;
            To provide a forum to discuss issues of common interests and
               concerns;
            To form a network of professional enhancement and career
               development, and to share professional experiences among its
               members;
            To provide career counseling for young members;

         b. To facilitate interaction between OCPA members and physics and
            astronomy professionals in China;

         c. To facilitate interactions between OCPA and other Chinese
            scientific and professional organizations in order to form a
            federation of overseas Chinese professionals.

    C.   MEMBERSHIP:
         Any physicists, astronomers, and related scientific and engineering
         professionals interested in the goal of the Association shall be
         eligible for membership in one of the membership categories:

            Regular Member: Any professional residing outside China, working
                            in physics, astronomy or related fields and
                            holding an academic or staff position in an
                            educational, industry, or research
                            establishment.

            Student Member: Any student enrolled at an institution of higher
                            learning based outside China with a major in
                            physics, astronomy or a related field.

            Associate Member: Any professional working in physics,
                             astronomy, or a related field and permanently
                             residing in China, including visitors from
                             China residing overseas for six months or
                             longer.

            Corporate Member: Any corporate representative supportive of the
                              objectives of the Association.

            Member Emeritus:  Any regular or guest member who has retired
                              from his/her regular position may request for
                              the emeritus membership status.

     D.   OFFICERS & COMMITTEES

          The affairs of the Association shall be charged to an
          Executive Council as the Governing Body, composed of a
          Chairperson,  a Vice Chairperson, a Treasurer, a Secretary, an
          E-mail Coordinator, Regional and Divisional Coordinators, each
          elected by a majority vote and serving a two-year term, except the

          Regional and Divisional Coordinators who shall be elected by a
          majority vote of the individual regions or divisions. The Regional

          and Divisional Coordinators shall represent the regions and
          divisions and coordinate regional and divisional activities. An
          officer shall be a voting member and normally shall have an E-mail
          address.
