New Exit Application Procedure for Dark Brown Passports:
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~

Last week, a Chinese student visited the PRC Consulate General at Chicago. 
The officer in charge of student affairs told him that after Jan. 1 of 1989, 
for PRC J-1 students bearing dark brown passport, if they go back to PRC 
visiting their families, they may get a "Vacation Certificate" from PRC 
embassy/consulates.  Then, they may show PRC police the certificate to get 
into the US embassy/consulates in PRC, no other document is required.  As for
the students bearing light brown passport, the procedure is specified
in the People's Daily (see Part II, T-2).

PRC simplified the exit application procedure for dark brown passport after
Jan.1 , 1989.  The Chinese students bearing dark brown passport no longer need
the "Note for Visa Petition" or the "Form for Visa Petition" to get into
foreign embassy/consulates in PRC.  They just need to show a letter of
introduction (Jie Shao Xin) issued by their domestic unit.

This information is provided by a Chinese student.  She is on J-1 visa and 
bearing dark brown passport in my school, returned to US last week after 
visiting her parents in PRC.  Her domestic unit is in central-south China and 
she got her re-entry visa in Beijing.
