		  "Tour in Taiwan" Seminar, Summer 1991

     In the First Congress of Global Chinese Student Union held July 8, 1990
in Columbus, Ohio, U.S.A., a proposal was passed by all delegates from around
the world that student organizations in Taiwan will organize and sponsor "Tour
in Taiwan" and "Theoretical Seminar on A Democratic China in the 21st Century"
in Summer 1991.  The activity is aimed to deepen mutual understanding among
Chinese students around the world and quest for the cause of reconstruction of
a Democratic China.  To date, a communication network for the activity has
been set up and concrecte preparations have been initiated.

     The activity will be organized and sponsored by GCSU Taiwan student
organizations, the persons in charge are Ms Pei-Xia Qian, Mr. Bao-Rei Du, Ms
Yi-Hua Lin and Mr. Zhi-Shan Fu (translator's note: all names are translated
phonetically).	The activity is scheduled July 20 through August 6 of 1991.
"Tour in Taiwan" will be July 20 thru August 2, including visit to Taipei,
Kaohsiung etc. and social activities; the seminar will be held August 3 thru 5.
The participants will be representatives of Chinese student organizations and
the authors of excellent papers recommanded by scholars and experts, thirty-
four of the paper authors in total will be invited [see Note 1].  GCSU invites
interested Chinese students to send in papers for appraisal by December 31,
1990.  The topics of received papers should be on the reform of political
structure, social development, economic system, culture advancement and the
role that contemporary Chinese youth can play for a democratic China in the
21st century.  The volumne of each paper should be between 3,000 and 10,000
Chinese characters, the title of the paper is to be assigned by authors.  The
final result of the paper evaluation will be published on the << GCSU
Newsletter >>, 34 authors of excellent papers will be invited to join in the
activity.

     GCSU believes that the activity will promote the understanding of Taiwan
by Chinese students around the world, deepen mutual understanding and exchange
of friendship among students from mainland China, Taiwan and Hong Kong; and
enhance the connection among Chinese student organizations worldwide,
concentracte intelligent ideas from Chinese students around the world and
collectively draw a blueprint for the construction of a democratic China in
the 21st century, the activity is of significance!

     After "Tour in Taiwan", Global Chinese Student Union will hold its 2nd
Congress in Hong Kong.

     GCSU welcomes suggestions and donations for the acitivty from people in
all walks of life.

2. Italian Communists Gave Selves New Names & Symbol

 ROME, ITALY - After nearly a year of intense soul-searching, the Italian
Communist Party joined on Wednesday the political changes that have swept
acrose Europe and gave itself a new name, a new symbol and it hopes, a new
chance to improve its sagging electoral fortunes.

 The leadership of the party, the largest Communist group in the West with
1.4 million members, announced that it would now be called the Democratic
Party of the Left.

 The hammer and sickle that it has held aloft for the last 69 years will be 
retained but in shrunken form, submerged beneath the roots of a large,
leafy tree that is the dominant emblem.

 To take effect, the changes must be approved by a party congress that
is to be held in January, and there remains a sizable minority of old
guard hard-liners who see no reason for any tinkering.

 To them, Italian communism is now a worn-out relic but a proud symbol
of long-ago resistance to fascism.

BEIJING - The member of the State Council and the director of the
Educational  Committee, Li Tieying today told the representatives
of  the students studying abroad, who are back to visit the Asian
Games, that (China) welcomes all students studying abroad back to
China for visiting their relatives without any restriction.

About  40  representatives  of  students  from 8 countries talked
freely with Li Tieying, He Dongchang, and Teng Teng.

Li Tieying told the students, for the convenience of students who
want  to go back and abroad, the Educational Committee has set up
a  special  unit  to handle potential problems the students would
face.

He  stressed  again  that China will continue to adopt the reform
and open-door policy, and to be independent in foreign affairs.

Li Tieying said, China now and in the future must immerse herself
in hard work to boost the economy and to become a developed coun-
try.

He  said, to be modernized, (China) must stick to the Four Cardi-
nal  Principles. The condition of the country is: 5,000-year his-
tory,  1.1 billion population, and taking the socialist road.  He
said, China must take her own road and can not copy other models.

He said, the government trusts students studying abroad very much
and  places  high  hopes on them. He encouraged students to study
hard for the motherland.

He stressed repeatedly that in the political disturbance in Beij-
ing  last  year,  students studying abroad had said and done some
extremist  things,  but the government will not investigate.  For
those  have  joined anti-government organizations, the government
will not investigate as soon as they withdraw from them and admit
their mistakes.

He  Dongchang  presented  the economic and political situation in
China to the representitives of students.

After  the  informal discussion, the Educational Committee held a
banquet  for  the  representatives. Li Tieying answered questions
raised by the representatives in the banquet.
