1. Chinese Students in the US Visiting USSR

China News Digest Correspondent Guan, Weihe reported by telephone from New
York J. F. Kennedy International Airport (16:30 EST, November 20, 1990).

     At the invitaion by the Youth Committee of the Supreme Soviet of USSR,
the delegation of Independent Federation of Chinese Students & Scholars in
the USA (IFCSS) is leaving US for Soviet Union this afternoon.	The delegation
will take off at 17:00 EST.

     IFCSS held a press conference at the airport, TV and Newspapers reporters
of American Chinese mass medium asked questions and IFCSS president Dr. Chen,
Xingyu spoke in the press conference (Please see today's CND-US for details of
the press conference and next few days CND-US for more coverage).

     IFCSS delegation will have an eight-day visit to USSR and return to the
US on November 28, 1990.

     The delegation includes four CND members, who are selected by IFCSS per
their individual qualifications among ten's of applicants.  Besides their
duties as members of IFCSS delegation, they'll give a full coverage of  IFCSS
trip to USSR by means of FAX, telephone and computer network (if possible).

2. Chai Ling Will Attend Ceremony for 1990's Nobel Peace Prize

According to the "AFTENPOSTEN" today, one of the biggest Norwegian newspapers,
Chinese student leader,Chai Ling, will come to Oslo to attend the official
ceremony for the 1990's Nobel Peace Prize winner, Soviet president Mikhail
Gorbatjov on 10,Dec.1990.

The ceremony will be held at Oslo Redhus(Town hall). As usual, the Norwegian
king, prince and other officals will be present.

During her stay in Oslo, Chai ling will also attend a concert which is
organized for her and her Chinese countrymen. It is reported that she expects
to meet Mr.Gorbatsjov and Norwegian prime minister, Gro Harlem Brundtland.
Such arrangement is under consideration and needs to be confirmed.

3. Japan Denied Visa Application by Chinese Student Leader in the US
   for Political Reasons

     Invited by the Chinese Students Solidarity in Japan and FDC Japan
Chapter, former IFCSS president Mr. Yong-chuan Liu was scheduled to leave San
Francisco for Tokyo, Nov 20.  A few speeches were arranged in University of
Tokyo.	Mr. Liu was asked to meet with the Chair of the biggest opposition
party in Japan.  However, the trip was cancelled, since the Japanese
government refused to give Yong-chuan a visit visa, without reason.  Mr. Liu
applied for visa more than a month ago.  Usually, visitors can get visas
easily within two weeks.  A Chinese student contacted Japanese Department of
Justice told Mr. Yong-chuan Liu that the reason is due to Mr, Liu's political
profile.  A few weeks ago, Chinese students in Tokyo made a protest to against
Japanese action to DiaoYuDao.  Because of this, some of them may have to face
forced departure.  In Nov. and Dec., a few Japanese high-rank officers will
visit Beijing for economic affairs.  So, they dont want anymore political
"troubles" to interfere their economic invasion in China.

4. FDC Reminds Western of Human Rights Violation in China

	OPEN LETTER FROM THE FEDERATION FOR A DEMOCRATIC CHINA
	TO THE HEADS OF STATE AND GOVERNMENT MEETING IN PARIS
			FOR THE C.S.C.E. SUMMIT

	The Federation for a Democratic China offers its congratulations to
the heads of State and government meeting in Paris for the C.S.C.E. Summit for
their contribution to this historical occasion in which a new order of
security and cooperation in Europe is determined.

	The F.D.C. would like to take the same opportunity to remind western
government and their peoples that at this moment when many of them are
normalizing their relations with the Beijing government, the situation of
human rights in China only gets worse with the return of the hard line within
the Communist Party.  For example, Mr. Li Haitao, researcher in philosophy at
the University of Wuhan, has recently been sentenced to four years of prison
for "crimes of counter-revolutionary demagogy" and "disturbance of public
circulation".

	This conviction is the start of a series of similar measures conducted
against students and intellectuals who have been arrested and imprisoned after
since the 1989 June 4th massacre. Moreover, this is a violation of the freedom
of thought and expression which has been formally advocated by the Chinese
Constitution.  The Chinese government has blatantly ignored its content and
manipulated the law in order to cover public opinion.

	The F.D.C. uses this occasion to protest against tortures of political
detainees and against execution of worker, who have become the main victims of
the ruthless repression after the 1989 Tiananmen events.  In addition to the
500 executions which have been reported, now there are also unexplained
disappearances, which is a new phenomenon spreading fear among the Chinese
people.

	Furthermore, the F.D.C. condemns the conduct of the Chinese government
which has waged a veritable hostage diplomacy by manipulating the release of a
handful of prisoners each time it feels the need of benediction from the
international community.

	The F.D.C. wishes to emphasized to the western Heads of State and
government their need to pursue their effort in improving the situation of
human rights in China and tie the resumption of their economic aid to the
progress to be made in China on this question.
