Dear CND-EP readers:

Li Hai-Tao, who was a Ph.D candidate in Wuhan University and the maker of the
very moving "Chai Ling Audio Tape" and smuggled the tape out of PRC in June of
1989, was recently convicted and sentenced to 4.5  years imprisonment by a PRC
court.	Li Hai-Tao  was  not  a  star,	but  this   sentence  has  drawn great
attention from Chinese students and scholars in the North America.  We are now
re-distributing today's issue of CND-US to CND-EP  readers for your attention.

                FIGHT FOR LI HAI-TAO, FIGHT FOR CHINA!!

Dear netters:
     From the "World  Journal", I learned that  Mr. Li Hai-Tao, who  was a
Ph.D candidate in  Wuhan University, was arrested and  sentenced 4.5 years
in jail  by Wuhan  city court. He  is charged  counterrevolutionary mainly
based on the following two evidences:

1.   Organized a protest rally in  Wuhan University immediately after  the
     June 4th Beijing Massacre.

2.   Made  the most famous "Chai Ling audio  tape" and smuggled  it out of
     China.

     Now, he is going to appeal to a higher court for a reconsideration of
his  case.  I  therefore ask  you, your  organization or  a group  of your
friends, to write to the Wuhan city court and the Wuhan province court.

     Apparently, Li Hai-Tao is not a "star". But his life and his right is
equally as  important as any  star. He need  your care and  attention now!
Please, fight for Li Hai-Tao, fight for China!

     Li Hai-Tao's case remind us who we are and what we are for. The blood
on TAM and elsewhere on our  homeland may have been erased, but we  do not
need much search to find how much still left on our seoul.

     While I have all  the respect in the world for the  "star" heros  who
escaped  the worst,  I admire those  largely unknown  heros who made   the
history. We may or  may not know them, but if we start  to forget them, we
are doing something the dictators cannot do: to destroy our hope and aspi-
ration for freedom and democracy in CHINA.

     I  am greatly encouraged,  however, by the  move taken by  our former
Coordinator of IFCSS Supervisory Committee, Dong, Jielin, for whom I  have
great respect. We ought to do something for Li Hai-Tao, for it is not just
about the past; it is about our future!

     Let's act now. I hope the Human Rights Committee/IFCSS can take   the
initiative. However,  we all should  get involved and share  the responsi-
bility.  We  could send petition letters  individually, under the  name of
your  organization, or  whatever appropriate.  Or maybe  the IFCSS  should
launch a national Letter  Campaign. But regardless, we  must  do something
NOW.

     Leadership by action!

Dear IFCSS members and concerned friends:

     We feel very encouraged that  many people expressed their strong con-
cern on the Li Haitao's case. We knew this case quite while ago, and there
were many  other cases, like Wang Juntao,  Li Jinjin(who was a law student
and  served as  a legal consultant to worker's union: gong-zi-lian,and was
sentenced 14 years in prison, much longer than Li Haitao, since he touched
the  sensitive issue: unifying  intellectuals with workers),  Bao Zhunxin,
and many many unknown students,  intellectuals, workers, and others.  Some
friend has contacted HRC for Wang Juntao. We wrote letter for him, and his
name was given  to National Academy of  Sciences, and New York  Academy of
Sciences etc.  and appeal  letters were  send to  China(we fax  some these
letters to World  Journal, but not publicized). An  article Titled "Bamboo
Gulag" in  June's issue  of Reader's Digest"(which  has a  subscription of
over 11 million) is a co-operation work  between us and a American writer.
This article introduced  Wang Juntao, Wang Dan  etc to the readers.   Many
IFCSS members requested  HRC to take care  of Han Dongfang's case  a while
ago. This case was actually become  known to most chinese students through
World Journal, WJ got this news  from China Morning Post in Hongkong,  but
CMP  got the  information from Asia Watch.  We  have actually  worked very
closely with Asia Watch since Jan. 1989, and currently share the office in
New York. The  recent prisoner list gathered  by Asia Watch  contains more
than 1000 names(including Li haitao). They are ALL our concerned political
prisoners arrested mostly after June 4, 1989.

     Now  we would  propose the  plan  about what  we will  do  with these
imprisoned brothers and  sisters of  us, and ask  all concerned people  to
JOIN  us to take CONCRETE  steps in addition to only  pointing out what we
should do.

     Li  Haitao's case offer us  a good opportunity  to start the adoption
plan right now. I explained this plan before,  and now I would repeat that
again:

 A.  Each student union, or group, or individual has an assignment to work
     for a given prisoners, ie, you will adopt one or give number of poli-
     tical prisoner(S); if you have your preference, that would be OK too.

 B.  After you or your group get your assignment, you can start to work on
     the case. First, we will offer you the preliminary information on the
     case, but you  may required to do more  research, including necessary
     translation, and editing  into polished article with  introduction on
     general background etc.

 C.  With the information  you have, you and  your group can send  letters
     for your adopted  prisoner(s) to more organizations,  and individuals
     and whatever you think will have influence.

     For example,  if Dong Jielin  and students or other  concerned people
with  her in Chicago  area take charge  of Li Haitao's  case, She  and her
group (assume she is going to organize one) can do following:

1.   Send letters to the congresspeople  from Chicago area, to local human
     rights organizations(such as Amnesty International branches which you
     can even  find in  your White  Page), to  your city  government human
     rights committee and  all kinds of celebrities and  concerned people,
     and if  necessary, make appointment  to see them,  let them  know the
     case, and seek their the support  and ask them to join your  adoption
     too;

2.   Sent letters directly to China, for  Li haitao's case, you can   sent
     letters to the  President of Wuhan University, People's  court of the
     city, Mayor of  Wuhan, and ask all  your supporters in the  States to
     sign your letters too, and so on.

3.   To find who in your knowledge are going to  China, if they are Ameri-
     cans or a delegation, ask them mention  your adopted person's case in
     China; if  possible, ask them  bring your letter or  donations to the
     family  of the victim(using Chinese domestic stamps),

4.   To find if any delegation from China is going to visit your area, try
     contact them, mention the case whenever possible.

5.   Many many other ways you can think out to help your adopted prisoner,
     treat them as your own family member(s)....

     For  the letter you  are sending out,  you either can  sign your real
name, or in the name of coordinator of HRC of IFCSS or both. (if you would
become a coordinator, please send e-mail to Feng Qun  at feng@qtp.ufl.edu,
or send letters to: Human Rights in China, 485 5th Ave. New York NY 10017).

     If  you use the the title of coordinator of HRC, you are suggested to
send a copy of your letter to HRC for record.

     In summery, the adoption plan will mobilize every  concerned  person:
you can take your initiatives on your own(once you have an assignment  you
can act without the  necessarily  to get permission for each move).  Thus,
we can greatly increase the  efficiency, and effect,  and most importantly
we can indeed to help the victims.

     To carry out  these plans, we need first at least 10 regional coordi-
nators  in different  areas. Now  we have  Feng Qun  as  Chief coordinator
,others are: Ding  Jian(Houston,TX), Luo Zhexi(Boston), I hope Dong Jielin
(Chicago), Chen  Jienan(Florida),  Zhang  Qingsong(Virginia),  Xu  Zhufeng
(Iowa), Luo Ping(Washington  U.), Wang Chaohua(  LA ), Liu Yi(  Ohio), Tan
Shi(Yale),  Shen  Yue(San  Diego),  Luo  Ning(NY),  Weng  Juyang(Montreal,
Canada), Yu  Maochun (Berkeley),  and all others,  if you are  really con-
cerned, to be major coordinators.  Each (potential) major coordinator will
be contacted by  Feng Qun and  would be suggested to  form your own  coor-
dinator's  sub-net in  your nearby  area(universities).  For the  specific
assignment, we will ask each coordinator to give your preference, then  we
can arrange accordingly.

Lets do our best for our suffered fellows in China!
