CND-EP is affiliated to CND, but it differs from CND (General), which many of you receive regularly, in the following aspects: 1. CND-EP concentrates on the news in the local Chinese communities in the European and Pacific areas, and information that is of concern and interest of the Chinese living in those countries and regions. It is not a duplicate of CND (General), but a supplement to CND (General) at the present stage. 2. CND-EP sends out news packages to readers weekly or biweekly at the beginning and may increase its numbers of broadcast later. 3. Besides CND's general purposes, CND-EP is dedicated to enhance the connection and communication among Chinese students and scholars and overseas Chinese in North America, Europe, Asia and Pacific areas. To facilitate our services, we certainly need helps from all of you, such as: 1. To set-up relay stations in some major computer systems in Australia/ New Zealand, Taiwan, Japan, UK, Nordic countries, etc., and/or utilize the existing relay functions in those areas to re-distribute CND-EP/ CND (General) news packages to the broad readership in the vast area. In this way, both the load of our mailing center computer and the network traffic will be greatly reduced, which will enable us to serve our readers more reliable and timely. 2. To collect e-mail addresses outside of North America, from your friends, fellow students, colleagues and relatives, so we can expand our services to more concerned people. 3. This indicates that the Chinese government has tapped our private phone conversation. This is another evidence of Chinese government violation of basic human rights. This new regulation has several key points: 1. it divides students into 3 different categories according to the students family background: A. those who are offsprings or direct relatives of a. gui1 guo2 hua2 qiao2 b. guo2 wai4 hua2 qiao2 c. Hong Kong tong1 bao1 d. Marco tong1 bao1 e. Taiwan tong1 bao1 f. wai4 ji2 hua2 ren2 In short they call them "liu4 lei4 ren2 yuan2"(LLRY) B. those who are non-direct relatives of the LLRY; C. those who unfortunately have no relative belongs to the LLRY. a. those who have not enter the senior level; b. senior students, master students, doctorate students and all graduates. 2. for those students belong to the category A there is no five year serving period nor "education fee"; 3. for those belong to the category B or C(a), they can buy their exit permission by paying the "education fee", the cost for high education is a. 2,500rmb per year for college students b. 4,000rmb per year for master students c. 6,000rmb per year for doctorate students 4. for those unfortunate C(b) category members they have to serve 5 years for their motherland befor they can apply studying abroad; 5. those who go back to China with 8 years can get full refound of the paid "education fee" 6. other regulations for 2 or 3 year college students and graduates. We feel strongly that we should speak out for our brothers and sisters whose hopes were shattered. We have been lobbying and campaigning for ourself to extend our stay in the United States enthusiastically. Should we need to extend our caring to them too? We urge that every Chinese Student Association sign this open letter. This is one thing we CAN do for our brothers and sisters. Let us start the campaign now. The following is a draft translation of the open letter ----------- Standing Committee of National People's Congress of People's Republic of China State Council State Education Commission: We, Chinese students and scholars studying abroad, were filled with disappointment and indignation at the recent stringent restrictions on those who are seeking overseas educa- tion imposed by the Chinese government. We strongly demand that such restrictions be repealed immediately. In its "Supplementary Regulations on Personnel with Under- graduate and/or Graduate Degrees Applying for Self-Supported Overseas Training" ( State Education Commission Document Series: No. 014, February 10th, 1990), which went into effect recently, State Education Commission makes it compulsory that applicants for oversea training must work five years, pay a large amount of "education fee" and pass political screening before they can apply. Applicants are also required to obtain permission from their work units to take TOEFL Test. These irrational restric- tions not only go against the "basic state policy of reform and opening to the outside world" that has been repeatedly pledged by the Chinese government, but also grossly violate a basic right of the Chinese citizen---the right to plan one's education. Such a policy has dampened the last shred of hope for improvement in China's political situation cherished by the Chinese students both at home and abroad as well as the international community. As is known to all, the Chinese government followed the pol- icy of "re-educating intellectuals" during the ten-year "cul- tural revolution", ruining a whole generation of intellectuals badly needed for the nation's development and seriously handicapping economy, culture, science and technology in China. Today, the Chinese government is again implementing policies that subject college students to military and political training, work at grassroots units, and restrictions on seeking overseas educa- tion. It is undoubted a repeat of the historical tragedy of "cul- tural revolution". It will seriously hinder the development of science and technology in China and cause tremendous damages to China's long-term interests. Paying the enormous amount of "education fee" and mandatory five year serving time is contradictory to low-income policy in curent social institution. Our parents and grandparents have been work- ing for decades for our right to get education and they have paid handreds time more than the "education fee" to the Chinese government. That those who are offsprings or kin to "six categories" do not need to paid the "education fee" nor to serve five years is even ridiculous. It openly advocates that to be a citizen of PRC is unfortunate and seriously vilate the equal rights principle in the constitution of PRC. We have learned from our own experiences that an uninter- rupted education is essential to successful absorption of advanced knowledge of science and technology; the several years after graduation from university is the golden time for advanced training and development. The restrictions imposed by the Chinese government will deprive many young people of their opportunities to receive further training abroad, which is a misfortune of our nation. We strongly demand that the Chinese government immedi- ately repeal the new restrictions on overseas training, continue with educational exchange programs, and, in the best interests of the nation, follow the historical trend of reform and opening to the outside world.
