             LaiYin TongXun --- A Students Magazine in Europe
             ------------------------------------------------

      First of all, thanks to the unknown friend in West Germany who 
has very kindly mailed me a few issues of the student magazine: 
Lai2 Yin1 Tong1 Xun4  (Reports over River Rhine).

      I am amazed by the quality of this magazine, and I believe it
is the best of such magazines run by Chinese overseas students across the
world.   Unfortunately, because Germany seems remote from north America
and because computer network in Europe has not been as popular as it is in 
north America, this excellent magazine has not been known to most of us.  

      LaiYin TongXun was a quarterly at the early stage, and now it is
a bi-monthly magazine.  All editors are Chinese students or scholars
and the magazine is oriented to Chinese students community.  This
seems a unique feature!  (All other overseas magazines I have ever seen
are oriented to the whole society.  For example, Zheng Ming, China 
Spring, Kai Fang, The Nineties, PFH, and various Chinese newspapers.)

      Most opinion articles in this magazine are mild and very rational,
some have exceptionally good quality.   One of such examples is a recent 
article "Wish to Exchange Patriotism for Freedom".  Personally I think 
that article is very thoughtful and enlightening.  

      LaiYin TongXun is a colorful magazine.  It focus on overseas
students life and provides many interesting stories/articles.  It is a
truly students magazine.  Also, it takes a neutral and objective stand
on sensitive issues.  It reports the activities of Federation of
Chinese Students in West Germany, and at the same time reports the
announcements/responses of Chinese consulates there. It provides readers 
with information from various sides so that readers can get a complete view.

      It is interesting to find out (after reading the magazine) that the 
first independent students organization was neither IFCSS (in US) nor FCSSC 
(in Canada).  It was in West Germany!  Different from IFCSS and FCSSC, 
the students organization in West Germany holds its national conference 
every half a year, rather than annually.  (West Germany is geographically 
much smaller than US and Canada, so such frequent conferences is possible 
there but not feasible in north America.)

1) Chinese students in US preparing 2nd congress

Council has decided that the Second Congress of IFCSS will be held in

2) University calls off revolution celebrations

The Beijing University, hotbed of last spring's pro-democracy student movement,
has cancelled all the commemorative activities for the May 4 Movement and the
institution's 92nd anniversary on the same day.
After students at the university had spearheaded the revolutionary movement
against imperialism and feudalism on May 4, 1919, the university, which was
founded in 1898, chose the day as its official anniversary.

3) Increase in pressure for Beijing links

Taiwan business is increasing the pressure for direct contacts between Beijing
and Taipei despite their political differences.
The latest achievement, in the face of Taipei's hardline policy of no official
contacts with Beijing, is the agreement on direct flights for Taiwan
participants to the Asian Games on the mainland in September.

4) Dailai Lama welcomes lifting of martial law in Lhasa

A spokesman for the Dalai Lama welcomed the end of martial law in Lhasa imposed
nearly 14 months ago to quell Tibetan national rioting.
State Council order signed earlier in the day by the Chinese Prime Minister,
Mr Li Peng, said: "In view of the fact that the situation in the city of Lhasa
has become stable and social order has returned to normal, the task of enforcing
martial law in the city has been successfully fulfilled."

5) Mainland delegation staged a workout in ADB meeting

  China's  delegation  to  the annual meeting of the Asian Development Bank
staged  a  walkout  Thursday  as  the  U.S. team took its turn to deliver a
speech, witnesses to the incident said.
   The  walkout  was  an  apparent slap at Washington for the U.S. stand on
multilateral loans to China.

6) Goddess of Democracy so far has no next port to call

The orgganizers of the radio ship "Goddess of Democracy" said that the plan 
to dock in Taiwan had been changed.  Instead the organizers contacted the 
Hong Kong authorities for permission of docking.  So far Taiwan has not 
replied to their request for docking.
A spokesman of the Hong Kong Government said that the ship will not be allowed
to dock because it is not an ordinary commercial vessel.

7) (AP) Chinese Embassy Official defected at Washington

    WASHINGTON - An official who handled student affairs at the Chinese
Embassy here announced Friday he has defected to the U.S.
    He said there is ''totalitarian repression'' in his homeland.
    The official, Xu Lin, 33, a third secretary of the embassy, said he was
in the process of seeking political asylum in this country. He said he left
the embassy Wednesday night.

8) Taiwan's stock market booming
--------------------------------
According to a government report, for the first 3 months of 1990 the Taipei 
Stock exchange becomes Number 1 in the world.   In this period Taipei's 
trading volumes is seven times that of Wall Street and the amount of money 
involved in trading is twice that of Wall Street.
