I recevied the following statement from the Department of Immigration
through a local legal service:

                        PRC (TEMPORARY) ENTRY PERMIT 
       - A NEW CATEGORY TO ASSIST MANY PRC NATIONALS IN AUSTRALIA 

The Australian Government has decided that People's Republic of China (PRC)
natinals who were in Australia on 20 June 1989 can apply to stay until 30 
June 1994 by applying for a PRC (temporary) entry permit from 1 August 1990.

It is the repsonsibility of the applicant to establish that they were in
Australia on 20 June 1989.  This will be verified by Departmental records.

Tertiary students
=================
PRC tertiary students in Australia on 20 June 1989 can apply for PRC
(temporary) entry permit, valid for the balance of the period to 30 June
1994, at the end of their course. 

Dependants 
==========
PRC nationals granted the PRC (temporary) entry permit can sponsor their
spouse and dependent childern to Australia for temporary residence also to
30 June 1994, subject to their meeting health and character requirements.
Sponsorships for spouses and childern can be lodged from 1 Feburary 1991.

Permanent residence
===================
PRC nationals granted the PRC(temporary) entry permit may be considered
for permanent residence after 30 June 1994.

However, approval of their permanent residence applications will be 
conditional on the availability of places in the migration program determined
by the Australian Government at that time.  Conditions prevailing in China
will also be taken into account.

Those with previous applications 
================================
PRC nationals in Australia on 20 June 1989 who have already applied for 
residence on humanitarian grounds, or for refugee status, should seriously
re-consider proceeding wiht those applications and apply for PRC (temporary)
entry permit.

This is because the processing times for residence on refugee or humanitarian
grounds have increased dramatically, and while people are waiting for these
applications to be decided, they will not have sponsorship rights, employment
rights and access to social benefits associated with the PRC (temporary) entry
permit.

Re-entry visas
==============
PRC nationals in Australia on 20 June 1989 will be eligible for Australian
re-entry visas.  The re-entry visa will not be valid for travel to the PRC.
Travel to the PRC while the holder of this visa will be a ground for 
cancellation of the PRC (temporary) entry permit.

Employment status
=================
Holders of the PRC (temporary) entry permit will be permitted to undertake
full-time employment in Australia.

Welfare benefits
================
Welfare benefits for eligible applicants are currently being considered
by the Australian Government and details will be announced

Arrivals after 20 June 1989
===========================
No special provision, however, have been made or are planned for PRC 
nationals who arrived in Australia after 20 June 1989.

These people went through security checks before leaving the PRC and they
entered Australia on a temporary basis, fully aware of the conditions of
their entry.  These people may seek the protection of the Australian 
Government under normal refugee or humanitarian provisions.  Their
cases will then be assessed rigorously on a case by case basis.

How to apply for a PRC (temporary) entry permit
===============================================
Applications for this permit may be lodged at any Australian office of the
Department of Immigration, Local Government and Ethnic Affairs, accompanied
by original documents including passports and any other relevant evidence
of identity and relationship to dependents.

It is the responsiblity of the applicant to establish that they were 
in Australia on 20 June 1989 and this will be verified by the Departmental
records.

The application fee wil be of $30 will include the fee for a re-entry 
visa.
