            The World Would Not Forget--Call for Joint Declaration by

    Hong Kong Alliance in Support of Patriotic Democratic Movement in China

        This September the Chinese Government will host the Asian Games in
     Beijing with " peace, progress and friendship " as the slogan for the
     event and hopes to revert the negative impact on its image generated
     by the June 4th Massacre of 1989.

        On the eve of the Asian Games, Hong Kong Alliance in Support of
     Patriotic Democratic Movement in China wishes to rally the support of
     all overseas Chinese organizations and organizations which support
     freedom and democracy in China to demand the Chinese government to
     release all pro-democracy activitists still in prison.

        We appeal to you to mobilize the support of your local organizations
     to pledge signature to the following declaration. When we have heared
     from you, we would fax you the complete list of co-signatory organizations
     and hope that you would do the following.

        1. In your own locality, publicize this Joint Declaration through
     press release, advertisements, pamphlets etc. to draw attention to the
     fate of democracy activists still in prison.

        2. To hand in this Joint Declaration to your local Chinese embassy
     or consulate to create pressure on the Chinese government on a world
     wide scale to release democracy activists.


          Joint Declaration----The World Would Not Forget

        1. We demand the Chinese government to release unconditionally the
     following democracy activists before the opening of Asian Games: Wang
     Dan, Wang Juntao, Chen Ziming, Liu Xiaobo, Han Dongfang, Wang Ruowang,
     Luo Haixing, Bao Zunxin, Ren Wangding, He Qiu, Wang Xizhe, Wei Jingsheng
     Liu Shanqing.

        2. To revert the verdict on the Democratic Movement of 1989; to
     acknowledge it as a people's movement and not as riots and disturbances
     and punish those responsible for the massacre.

     15  UCLA  And  Cal  Tech students met the Chinese university
president  delegation  at a luncheon in the Morgan Center of UCLA
on  July  24.   The  Chancellor  of UCLA, Mr. Charlies Young also
joined them.

     The  presidents  were  here  for  a  Chinese-U.S. university
president  symposium.  They did not want to meet with the Chinese
students  publicly  for some reason, however eager to talk to the
students  privately.   Therefore,  although  the meeting with the
students in the afternoon was cancelled, some students were still
invited  to  the  lucheon.   When the students came into the room
where the luncheon was arranged, all the presidents stood up from
their  seat  and  came  to  the  door  to meet them.  Some of the
presidents  even asked, "who was from our school?"  Those who did
find  their  own  students  were so glad, and they rearranged the
seats to sit aside with their students.

     The  atmosphere of the luncheon was relaxed, and the discus-
sions  were  quite  frank.   The students expressed their concern
about the higher education in China, about the new policy regard-
ing  studying abroad, about the educational and research expendi-
ture,  and  about  social-economic position of the intellectuals.
The  students told the presidents, what have blocked their way of
going  back  to China were not money, green card, cars, or house.
What  they need is a loose political and academic environment, is
a democratic social system, is the freedom of thinking and speak-
ing.   They  don't  expect  to  see  every thing perfect in China
before  they  want  to  go  back.  But at least they  want to see
some  hope  in  the  future.  The presidents agreed with the stu-
dents,  but  did  not  say how to reach that, perhaps they do not
know.

     One   student  brought  the  secret  document  to  show  the
presidents.   Most of the presidents said they did not know about
these,  and  they  do  not  support  this  kind  of  policy.  One
president  said  to  the students: to protect our students is the
reponsibility  of  an university president.  I did this last sum-
mer, and will still do the same in the future.

     The  presidents  are  mostly  professors also.  They need to
carry  on  their  own  research project, train their own graduate
students,  and  even  teach  courses.   Mr.  Chen  Gengdong,  the
president  of  Dalian University of Technology told the students,
that  he got his Ph. D in Holand in 1980.  He became a professor,
then  became an university president.  He believes that the over-
sea  Chinese  students  will have much to do when they go back to
China,  to  influence the policy making process in many different
ways,  just like what his generation of oversea students had done
in the past 10 years.

     The presidents and the students were so glad for having such
an rare opportunity to communicate with each other.  Although the
presidents were sometimes speaking cautiously, the students could
still touch their thoughts, which may not be all what the govern-
ment expect to learn.

     The delegation is leaving on July 27 for UC San Diego.
