	    Japanese Eye Expanded Business Ties With China

    TOKYO, Sept. 12 Kyodo - Following the government's recent decision to
resume lending to China, corporate Japan is dispatching a powerful mission to
the country to discuss extending a long-term trade pact.

     The 60-member mission, which will arrive in China on September 16, is
expected to discuss extending for another five years an agreement under which
Japan imports oil and coal from China and exports plants and equipment and
construction materials.

     The first pact covering seven years from 1979 to 1985 was extended for
five years in 1985.

     The extension is scheduled to be finalized in Tokyo in late November or
early December if all goes well.

     The current five-year agreement, ending in 1990, calls upon Japan to
import 8.8-9.3 million tons of crude oil and 3.7-4.1 million tons of coal
from China annually.

     The Japanese business delegation will be headed by Ryoichi Kawai,
chairman of the Japan-China Association on Economy and Trade, and include
Eishiro Saito, chairman of the Federation of Economic Organizations
(Keidanren), and Gaishi Hiraiwa, Keidanren's vice chairman.

     They will meet with officials of the Chinese government to discuss
future bilateral economic relations.

3. Visa Issues Raised & Discussed on Australia Computer Network

I would like to raise a discussion about what's difference between
    1) Keep PR application on Humanitarian background or refugee (PR/RF);
and 2) Withdraw the above application and apply for 4-year-visa (4yr).

I think the differences could be:

 1) Waiting period before you get PR:
    PR/RF: you may have a chance to get PR in less than 4 years
    4yr: you may have to wait at least before you get PR
 2) Social security:
    PR/RF: you may have a lot of trouble if you want to claim any benefits;
    4yr: you shouldn't have much trouble if you do need.
 3) Family reunion:
    PR/RF: you may have a lot of trouble if your spouse/children still in
           China;
    4yr: You can apply for your wife/children to join you from next February.
 4) Risk:
    PR/RF: The immigration dept may reject your application and you are subject
           to leave this country immediately;
    4yrs: You can stay here at least for 4 years.
 5) Stability of the policy:
    PR/RF: Once any unseen events happens in China (say Deng die or rebellion),
           the Australian government may terminate the 4-years-visa, and you
           are subject to go back to China;
    4yrs: You can stay here for 4 years no matter what will happen in China or
           in Australia.
 6) Possibility of the success:
    PR/RF: To success in this application, the following conditions should be
           met:
           a) Aust. government decide to offend Chinese government;
           b) Aust. govt have enough money to hire people to process your
              application;
           c) You have enough evidence to support your appllication.
    4yrs: You will cerntainly success as long as you came here before 20/6/90.

Any other comments? Come on, fellows! Let's have a discussion and try to pick
up a right choice!!!!!!!!!!
