            Declaration to appeal to the Chinese Government to
            release pro-democracy activists on the eve of the
            Opening of Asian Games.

Subject:    Please get organized and demand the release of
            pro-democracy activists at the opening of the Asian
            Games on SEPTEMBER 22 OR 23.

Date:       September 10, 1990

First of all, let me thank your organization for participating in
our Joint Declaration to demand the release of pro-democracy
activists before the Asian Games, the reversal of the verdict on
the pro-democracy movement of 1989, and punishment for those
responsible for the massacre.  There has been extensive response
to our appeal.  As at September 10, 1990, we have received
endorsements to the Joint Declaration from 89 different
organizations in 16 countries.

We ask the participation organization to do the following:

1. To draw the attention of the public to the fate of
pro-democracy activists through the appropriate channels open to
you, e.g. press release, advertisement, pamphlets.

2. To create pressure on the Chinese Government on a global basis
by handing in the Joint Declaration to your local embassy or
consulate.  (If the embassy refuses to accept it, may we suggest
that it been burnt at the entrance as a sign of protest.)

It is the least we can do at this time of difficulties.  It shows
our commitment to the pro-democracy movement. September 22
(Saturday), opening day of Asian Games or 23 (Sunday) may be the
best date to release the Joint Declaration. Our synchronized
action would bring the public fresh attention to our concerns.

A list of those still under arrest will be distributed later.

THE WORLD WOULD NOT FORGET -
demanding the Chinese Government to release democracy activists

    1. We demand the Chinese Government to release
unconditionally the following democracy activists before the
opening of Asian Games: Wang Dan, Wang Juntao, Liu Xiabao, Han
Dongfang, Wang Ruowang, Luo Haixing, Bao Zunxin, Ren Wanding, He
Qiu, Wang Xizhe, Wei Jingsheng.

    2. To revert the verdict on the Democratic Movement of 1989;
to acknowledge it as a people's movement and not as riots and
disturbances and punish those responsible for the massacre.
