                       IFCSS Delegation to the USSR
        ************************************************************

Dear IFCSS Members:

     We are pleased to annouce that, by 5:30 this evening, all the uncerncities
of our USSR trip had been cleared. The IFCSS delegation to the USSR will, as
scheduled about a week ago, leave on November 20 and come back on November 28.

     During past fews days, the main uncertainty was that we were not sure we
can get visa to the USSR before our scheduled taking off time. The Youth
Committee of the Supreme Soviet of USSR did not expect the kinds of passport
/visa problems among our delegates. The Soviet Embassy in Washington, D.C. also
had difficult time to make the decision for visa issuance. The visas to Soviet
Union were not issued until 4 a clock this afternoon after we informed the
Youth Committee about the problem and the Youth Committee contacted the Foreign
Affairs Administration of USSR and Mr. Shevardnadze called the USSR Embassy
directly.

     The State Department of USA called the Youth Committee to ensure the
return of the delegation.  Up to this point, we do not expect any problem about
the visit.

     The following is a news release which was ready for distribution several
days ago.

     After a lengthy communication with the applicants and a careful review of
their applications, the HQ concluded selection of the delegation to USSR and
hereby announces with pleasure the twenty five delegates:

     The success of this visit will undoubtly broaden the influence, as well as
the knowledge of international affairs, of IFCSS. Thus, it is an important part
of IFCSS work.	Starting with this consideration, the delegation composition
is, following the duidelines set on November 7 by the IFCSS council, based on
job assignments and matching the assignments with the qualified from the
applicants.

     We highly appreciate the enthusiasm expressed by the applicants and those
who commented on our work. Their application and comments show their
willingness to participate in the IFCSS activities. We regret that not all
of the applicants were selected, though we recognize that all the applicants
qualify in some degree. However, due to the size limitation of the delegation
specified by our host,

    We had to be selective and make such a difficult judgement.  We sincerely
ask all the applicants, especially those who are not selected, to understand
the circumstances and the difficulty we encountered.

     Released below is the composition and role of IFCSS delegation to USSR.
This release is postponed due to uncertainty of the finalization of our visa
application at the Russian Embassy. The Embassy did not officially notify us of
its completion of processing our visa applications until about noon of November
19, 1990, only one day before the delegation's scheduled departure on November
20.

     The delegation consists of twenty-five members. For details of the
construction of the delegation please see previous IFCSS releases. The
delegation is scheduled to depart at the JFK International Airport in New York
City on November 20, arriving at Moscow on November 21 and concluding the visit
on November 28 when it returns to NYC.

     Xingyu Chen and Shizhong Chen, the IFCSS President and Vice President,
will lead the delegation. They are assisted by two secretaries, Jijie Liu
(IFCSS Chief Staff), and Yanbin Wang (Chair, Theoretical Research Committee).
The Presidents and their secretaries will act as the top and official
representatives and spokesmen of both the delegation and IFCSS during the
visit. They will be responsible for scheduling and supervising the agenda (to
be finalized), documenting the activities of the delegation, reporting to the
delegation on a daily basis during the visit, and working out a comprehensive
report of the visit to be released to all IFCSS members within the week
following the conclusion of the visit.

     The delegation is functionally divided into five working groups, as shown
below. The first member heads the division. The goal of each division is only
topically outlined since the feasibility very much depends on a detailed
itinerary to be worked out with the host, Youth Committee of the Supreme
Soviet, while the two sides meet in the Soviet Union.

     Social Affairs Division

     Members: Jin, Kewen; Luo, Ping; Wu, Fang; Huang, Guyang, Chen, Jienan;
Dong, Jielin.

     Agenda: Public attitudes toward political, economic and social life, to
reforms, to China and Chinese people; Cultural development; Contacting and
befriending people at all levels, with particular interest in, and regards from
IFCSS members to, the youth of the Soviet Union.

     Proposed Itinerary: factory; food market and department store; free
market; cultural centers or clubs, and homes of residents.

     Student Affairs Division

     Members: Yang, Jian; Chen, Shizhong; Huang, Ciping;
Zhu, Zhengrong; Xu, Gang.

     Agenda: Of special interest to the division will be the thinking and
lifestyle of youth organizations, student federations and intellectual
associations in Russia, and Chinese studthe  in the USSR. To them will be
presented the IFCSS, education and research (including life on school and
college campuses) as we have known about and experienced in China and the
United States. We plan to acquaint our Russian counterparts with Chinese
student movement in China and America.

     Proposed Itinerary: Moscow City University; Research institutes of China
and/or Chinese studies, and American studies; Meet Chinese students and
scholars studying and working in the Soviet Union.

     Government Affairs Division

     Members: Li, Sen; Chen, Xingyu; Wang, Yanbin; Huang, Yuangeng; Ni, Tao.

     Agenda: Comprehensive understanding of the political and economic status
quo and prospects; of special interest will be the philosophy and necessity of
Glasnost (openness) and Social Restructuring in the Soviet Union; Other topics
of interest for discussion include political-economics, nationality issue
(emergence of nationalism in Lithuania, for example), international relations
and foreign policies.

     Proposed Itinerary: Meet members of the Supreme Soviet, the Youth
Committee, and policy-making bodies such as the Congress People's Deputies, the
State Committees and the Council of Ministers. We are also interested in
meeting officials of regional and local government, like the Russian Republic,
City of Moscow, City of Gorky, and Leningrad.

     Non-Governmental-Civic Affairs Division

     Members: Lin, Changsheng; Ke, Gang; Peng, Yuenan; Liu, Xiaozhu.

     Agenda: Identifying and acquainting with key opposition and civil
organizations; meeting, if possible, and discussing with those groups on
political and social reforms; introducing IFCSS and Chinese student democracy
movement in other countries.

     Proposed Itinerary: Meet members of the opposition in and out of the
government, like Mr. Yeltsin, now the president of the Russian Republic. Since
most of dissident groups have limited publicity, we need to identify them.

     Public Relations-News Division

     Members: Guan, Weihe; Liu, Jijie; Li, Sanyuan; Hu, Yuming; Tang, Ben.

     Agenda: Under the direction of IFCSS presidents, the division is
responsible for collecting, recording and distributing news and other events of
interest to the IFCSS members; Members can, as a coordinator, share the duties
of the presidents' secretaries if so designated by the presidents; Acquainting
with mass and news media in the Soviet Union; Prepare news releases.

     Proposed Itinerary: Meet the news media, Pravda (The Truth) or a local
one.

     Functional division in the delegation does not isolate the members.
Efficiency in maximal fulfillment of the goal of the delegation rules. It is
stipulated by the Council and the Headquarters that each division should have
its division report submitted within the week after the visit.

     As a long-term plan, the delegation seeks more permanent and regular
communication and cooperation with our counterparts in the Soviet Union, be
they youth organizations, student federations and/or intellectual and
professional associations. The delegation will pursue the possibility of
working out tentative, initial or even completed agreement on such long-term
contact. We are looking forward to a successful and fruitful visit. We
encourage you, all members of the IFCSS, to watch news releases and CND reports
during our visit.

     During this visit, Xiaochuan Zhang, IFCSS Executive Director, will be
fully responsible for routine work of IFCSS in USA. Ming Cheng, coordinator of
East Region, will serve as IFCSS Liaison Officer taking care of E-mail
communication.
