     The scheduled press conference of IFCSS in Moscow on Nov. 27 was forced
to be canceled due to the  tremendous diplomatic pressures by the Chinese
Government to the USSR government.

     During the last few days, the USSR Foreign Ministry received one protest
note each day, from the Chinese government. The IFCSS Delegation also noticed
that a car from the Chinese Embassy in Moscow followed them whenever and
wherever they went while they were in Moscow.

     At the time of this report, the Delegation was still in Gorky City. Mr.
Shizhong Chen alone went back to Moscow today and applied the returning visas
for all members of the Delegation with success.

     The Delegation will continue their visit in Gorky City to meet with
workers, voters, representatives of the opposition parties, and also Chinese
labor workers in USSR. They will return to US on Nov.  28 as scheduled.

     A press conference has now been scheduled on Nov. 29, 10:00am to 11:00am
in the National Press Club in Washington DC for the returning IFCSS Delegation
to summarize this trip.

     The returning visit by the Soviets is now scheduled in late January,
1991, in spite of the pressures from the Chinese government. The Soviets said
they wanted to show their firm support to the cause of human right and
democracy in China through this returning visit.

2. CND Interviewed Mr. Jijie Liu, the Chief Staff of IFCSS,
   on the Preparation of IFCSS Visiting USSR Mission              (130 lines)

CND: When did IFCSS HQ start the preparation of this mission?

Liu: The initial invitation from the Youth Committee of the Supreme Soviet was
     sent to IFCSS HQ by fax on Oct. 15, 1990. They invited IFCSS to send a
     delegation of 25 members to visit USSR for two weeks, starting Oct. 29.
     The HQ staff started the preparation right after receiving the message.


CND: The information was not known to most of the IFCSS members until the end
     of Oct.  What was the reason for the delay?

Liu: At first, we have to confirm the news before we could release it. Second,
     the schedule was too tight and had to be rearranged. We contacted both
     the USSR Embassy in Washington DC and the host, the Youth Committee of
     the Supreme Soviet, first to confirm the news and then to reschedule the
     visit.  The tele-communication with USSR was extremely difficult.  After
     about a week, we received the reply from the host, and the visit was
     rescheduled to Nov. 14, 1990.


CND: As we know of, IFCSS Council played a decisive role in this mission's
     preparation. How did HQ staff cooperate with the council?

Liu: Both the Council and the HQ paid close attention to the mission and I
     think we cooperated fine. The information about the Soviet invitation,
     together with a proposal, was first submitted from the HQ to the Council
     on Oct. 23. While waiting for a decision from the Council, we released
     the news to all members on our Bi-weekly report (NR2027). The response
     was very encouraging and two days after that, on Nov. 1, a task force was
     formed with Anzhi Lai, Jienan Chen, Guyang Huang, Xiaochuan Zhang and
     Xingyu Chen.  We thought that council, SVC and HQ people work together
     may put various ideas together, which is beneficial to this work.  Later
     on, the task force was dismissed in the council emergency teleconference.
     From then on, we are working according to the resolution of that
     teleconference from the Council.


CND: The number of the delegation, the criteria of the selection and the
     compensation options to the delegates changed several times, can you tell
     me why?

Liu: Sure. The original proposal from the HQ was a delegation of 10 members.
     Thought that we did not have that much money, we proposed an option which
     cut the delegate number into 10, each with 30-50% compensation; later,
     some people said it was a waste of positions, since the host invited 25.
     Some said "we can pay by ourselves, why can't we go?"  We thought that
     was indeed reasonable, so we added back on the 15 delegates, with no
     compensation; finally, considering the comments on fairness/
     discrimination among delegates, we provided to the council teleconference
     the current option, which is 25 people, all with no compensation except
     the president.  The Council proved it in the teleconference.


CND: After the application deadline, we just saw one NR from HQ, with the
     applicants list.  Since then, many people are waiting to see who got
     selected, but the delegation member list is not released to the public
     until now. Can you explain why?

Liu: HQ people has been working day and night since the council
     teleconference.  Some applicants were not sure if they could go or not,
     and we did not want to release a name list which has to be changed later.
     Until today, there is still some uncertainty on the travel documents of
     some delegates. We hope we can solve it before tomorrow departure time.


CND: Was the competition for the delegate positions keen?

Liu:  Not really.  There were all together 40 applicants, among the 15 who can
      not go, about half dropped the application themselves,  because of
      various reasons.  We have informed the unsuccessful applicants one by
      one on Nov. 13.


CND: What are the tasks for the delegation in USSR?

Liu: We have detailed working plans, and each delegate is assigned certain
     task.  It is too long to explain here.  But I can show you the functional
     divisions list, hope that shows a general picture to your readers about
     this mission:

                   The social affairs division;
                   The student affairs division;
                   The government affairs division;
                   The non-governmental-civil affairs division;
                   Public relations-news division.


CND: Which places are you going to visit in USSR?

Liu: In the invitation, there are Moscow and Gorky City.  But it is still
     subject to change.  We will try to stay in Moscow longer, since it is the
     center of that changing country.


CND: Have you arranged the returning visit of the USSR delegation?

Liu: After knowing the news, the National Graduate and Professional
     Association of US (NGPA) contacted us. They are willing to cosponsor to
     be the host of the USSR delegation, and IFCSS will work out the detailed
     arrangements for them.  More work is to be done when we get back from
     USSR.


CND: There is only less than 24 hours before your set-off, do you still have
     un-finished works for tonight and tomorrow?

Liu: Yes, many.  We will post the NR on this delegation to all members
     tonight, and also report to the council upon this mission.  We are
     leaving the Kennedy Airport, NY, tomorrow at 5:50pm.  At 2:30pm in the
     airport, we are going to have a delegation all-members meeting, followed
     by a news conference.
